A RESOLUTION AUTHORIZING AND DIRECTING THE CITY MANAGER TO INSTI- <br />TUTE A CAREER CRIMINAL PROGRAM IN CONJUNCTION WITH THE CITIES OF <br />CHESAPEAKE, NORFOLK, VIRGINIA BEACH AND THE LAW ENFORCEMENT AS- <br />SISTANCE ADMINISTRATION OF THE U o So DEPARTMENT OF JUSTICE. <br /> <br /> WHEREAS, the Omnibus Crime Control and Safe Streets <br />Act provides federal funds to assist political subdivisions of <br />the various states in improving their respective Criminal Justice <br />Systems; and <br /> <br /> WHEREAS~ there are areas in which the prosecution of <br />the career criminal sector of the Criminal JustiCe System of the <br />City of Portsmouth requires such assistance; and <br /> <br /> ~K~EREAS, it is the sense of the Council of the City of <br />Portsmouth, Virginia, that the implementation of a Career Criminal <br />Program would enhance the delivery of equitable justice and would <br />result in the increased effectiveness of the Commonwealth Attor- <br />ney's Office; and <br /> <br /> WHEREAS, the City of Portsmouth has been requested to <br />administer and oversee the Career Criminal Program; and <br /> <br /> WHEREAS, such funds for implementation of such a program <br />arc available ~ ..... ~ ~ ..... ~ ................ ~w~as <br /> ~.. ~~.~ ~nt from the Law En- <br />forcement Assistance Administration of the U. S. Department of <br />Justice; and <br /> <br /> WHEREAS, it is necessary that each participating politi- <br />cal subdivision provide a proportionate share of matching funds; <br />and~ <br /> <br /> WHEREAS, the total cost of the Career Criminal Program <br />is Eight Hundred Two Thousand, Eight Hundred Ninety-seven Dollars <br />($802,897.) with the City of Portsmouth's contribution amounting <br />to Eighteen Thousand, Six Hundred Seventy-three Dollars ($18,673.) <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the <br />City of Portsmouth, Virginiat that the City Manager on behalf of <br />the City of Portsmouth is directed and authorized to institute a <br />Career Criminal Program in conjunction with the Cities of Chesa- <br />peake, Norfolk, Virginia, Beach, and the Law Enforcement Assistance <br />Administration of the U. S.
