41 <br /> <br />~ RESOLUTION SUPPORTING THE EFFORTS OF DOUGLAS B. FUGATE, <br />COMMISSIONER OF THE DEPARTMENT OF HIGHWAYS AND TRANSPORTATION <br />OF THE CO~iMONWEALTH OF VIRGINIA, AND ARDENTLY REQUESTING THE <br />FEDERAL HIGHWAY DEPARTMENT TO DESIG-NATE A PROPOSED ADDITIONAL <br />TU~NEL AND BRIDGE CONNECTING DOW/qTO~%~q NORFOLK AND PORTSMOUTH <br />TO BE A PART OF THE INTERSTATE HIC-H~Ay SYSTEM. <br /> <br /> WHEREAS~ presently the termini of interstate <br />highway 264 exits in the City of Norfolk and Portsmouth <br />separated by the Elizabeth River~ and <br /> <br /> ~'~EREAS, crossing the Elizabeth River, there exist <br />a tunnel and bridge; and <br /> <br /> WHEREAS, because of traffic <br />and over said bridge exceeds capacity, <br />and bridge has been proposed; and <br /> <br />through said tunnel <br />a parallel tunnel <br /> <br /> WHEREAS, Douglas B~ Fugate, Commissioner of the <br />Department of Highways and Transportation of the Commonwealth <br />of Virginia~ has supported such an additional proposed bridge <br />to be a part of the interstate highway system; and <br /> <br /> WHEREAS~ such a tunnel and bridge are necessary for <br />the national defense as well as the economic development of <br />Norfolk an~ Portsmouth. <br /> <br /> ~OW,~THEREFORE, BE IT R~SOLVED that the Council of <br />the City o~ Portsmouth expresses its support for the efforts <br />of Douglas B. Fugate~ Co~issloner of the Department of Highways <br />and Transpqrtation of th?
