21 A RESOLUTION GRANTING A STOR~4 DRAINAGE REVOCABLE PERMIT TO T}~ DEVELOPER OF ~ SUBDIVISION IN Tb~ CITY OF SUFFOLK, EXPRESSING T~ CONCERN OVER POLLUTION OF A CITY RESERVOIR: REQUESTING THE CITY OF' SUFFOLK TO ADOPT CONTROLS WHICH WILL PRESERVE THE QUALITY OF WATER SUPPLIES; DIRECTING TS~ CLERK TO FORWARD THIS RESO- LUTION TO THE MAYOR OF THE CITY OF SUFFOLK. WHEREAS, a request for storm drainage easements has been made by developers of a subdivision which is proposed to abut Lake Speight Run, a water supply reservoir of the City; and WHEREAS, studies are now being conducted to determine the impact of storm water run'off and non-point discharges upon water quality; and WHEREAS, there exists no state regulations controlling the location of such subdivision; and WHEREAS, the Suffolk Health Department has approved the construction of such subdivision. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the Council reluctantly authorizes the granting of a storm drainage revocable permit shown on a preliminary plat entitled "Subdivision Of Lake Speight Colony, Holy Neck Borough, Suffolk, Virginia," dated 1974, prepared by Rouse-Lirse Associates, Limited. BE IT FURTHER RESOLVED that the Council expresses its concern over the pollution caused by the situs of a sub- division abutting Lake Speight Run, a water supply reservoir owned by the City of Portsmouth. BE IT FURTHER RESOLVED that the Council requests the City of Suffolk, Virginia to adopt community project controls which will protect the water quality of water supply reservoirs against pollution from run-off, potential hazards of contami- nation from faulty septic tanks and discharges from non-point sources. BE IT FURTHER RESOLVED' that the City Clerk is directed to forward this resolution to the Mayor of the City of Suffolk. Adopted by the Council of the City of Portsmouth,.
