14 <br /> <br />A RESOLUTION EXPRESSING T}~ CITY COUNCIL'S APPROVAL OF A RECOM- <br />MENDATION OF THE PROJECT REVIEW TEAM IN REFERENCE TO THE CON- <br />CEPTUAL DESIGN OF A HUMAN SERVICE SYSTEM. <br /> <br /> WHEREAS, the City Council is interested in the concept <br />of a Human Service System; and <br /> <br /> WHEREAS, the concept of development and eventual opera- <br />tion of a Human Service System has been recommended to the Council <br />by the Project Review Team of the City of Portsmouth, consisting <br />of the Portsmouth School System; Health, Welfare, Recreation Plan- <br />ning Council; Portsmouth Redevelopment and Housing Authority; <br />Mental Health Board (Chapter 10); Comprehensive Planning Manage- <br />ment; Grants Coordinator; State Division of Planning Community <br />Affairs; State Department of Welfare; Portsmouth Public Health De- <br />partment and District Juvenile and Domestic Relations Court. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the <br />City of Portsmouth, Virginia, that the conceptual design of a <br />Human Service System is hereby approved. Said system shall in- <br />clude the following framework: <br /> <br /> 1. A Human Service System should serve all persons <br />residing in Portsmouth within the framework of local state and <br />federal regulations and laws. <br /> <br /> 2. Ail funds for human services shall be appropriated <br />by the City Council within the framework of state, local and <br />federal regulations and laws. <br /> <br /> 3. A governance mechanism is an essential component <br />of the human service system and should serve as the system's <br />single point of accountability. Said mechanism should have the <br />following specific responsibilities: <br /> <br />a) <br /> <br />Establish on an annual basis the performance speci- <br />fication for the system; <br /> <br />b) <br /> <br />Hold public hearings to obtain citizen input for <br />and review-of the performance specification; <br /> <br />¢) <br /> <br />Submit the performance specification to the City <br />Council for validation; <br /> <br />%nnually conduct an independent performance audit <br />or determination of actual results or effects of <br />the system; <br /> <br /> <br />
