A RESOLUTION P~QUESTING THE GOVE~qOR OF THE COMMON-WEALTH OF <br />VIRGINIA TO FUND THE HIGH INCIDENT TARGET PROGRAM IN THE CiTY <br />OF PORTSMOUTH FROM JANUARY 1~ 1976 THROUGH'JUNE 30, 1976. <br /> <br /> WHEREAS, the Crime Omnibus and Safety Streets Act <br />of 1968 as amended~ provides funds to assist political sub- <br />divisions of the various states of the nation in improving <br />their respective Criminal Justice Systems; and <br /> <br /> WHEP~ASt the Governor of the Commonwealth of <br />Virginia appointed and designated the Virginia Council of <br />Criminal Justice as the instrument charged with the allocation <br />of the subject funds to improve the Criminal Justice Systems <br />of the political subdivisions throughout the Commonwealth of <br />Virginia; and <br /> <br /> WHEREASr the Council of Criminal Justice initially <br />endorsed and approved the High Incident Target Program for <br />eight Phase II communities in the Commonwealth; and <br /> <br /> ~EREAS, the City of Portsmouth was one of the <br />selected communities for inclusion in the High Incident Target <br />Program; and <br /> <br /> WHEREAS, the City of Portsmouth has performed in <br />an exemplary manner during the Phase II High Incident Target <br />Program, as documented by the independent evatuator, Arthur <br />Young and Company, retained by the Council of Crininal Justice; <br />and <br /> <br /> WHEREAS, the Council of criminal Justice concludes <br />that the High Incident Target projects would be terminated <br />December 31, 1975, whether deemed successful or not, in favor <br />of an Interim Construction Grant for the Department of <br />Corrections. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED, by the Council of <br />the City of Portsmouth, Virginiat that the City of Portsmouth <br />respectfully requests the Governor of the Commonwealth of <br />Virginia to exercise his executive authority to request the <br />reinstatement of the High Incident Target Funds for January <br />1, 1976 through June 30, 1976, to the City of Portsmouth. <br /> <br /> Adopted by the Council of the City of Portsmouth, <br />Virginia, at a meeting held November 11, 1975o <br /> <br />Teste <br /> <br />City Clerk <br /> <br /> <br />
