13 A RESOLUTION OPPOSING THE U. S. CORPS OF ENGINEERS' PLAN TO VERTICALLY EXPAND THE CRAN~Y ISLAlO DISPOSAL AREAAN ADDITIONAL 12'; SUPPORTING U. S. CORPS OF'ENGINEERS' EFFORTS SEEKING ADDITIOn;AL FUNDS TO STUDY ALTERNATIVE MEANS FOR DISPOSING OF DREDGED ~TERIALS UPON CERTAIN CONDITIONS; AUTHORIZING TEE CITY MANAGER TO FORWA~RD THIS RESOLUTION. ~EREAS, this Council steadfastly reiterates its opposition to any plan of expansion to Craney Island as a disposal area; and WHEREAS, despite the steadfast opposition of expand- ing Craney Island as a disposal area, the Craney Island Comm- ission has recommended, subject to certain conditions, that this Council support the U. S. Corps of Engineers' efforts to seek additional funds to study alternative means to dis- pose of dredged materials in the Hampton Roads - Chesapeake Bay area. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia that it steadfastly reiterates its opposition previously resolved on January 28, 1975 to any plan of expansion to Craney Island as a disposal area. BE IT FURTHER RESOLVED that the Council supports the U. S. Corps of Engineers' efforts to seek additional funds to study alternative means for disposing of dredged materials in the Hampton Roads - Chesapeake Bay area, but only upon the following conditions: (1) Such study does not include the expansion of Craney Island either vertically or horizontally; (2) The alternative means are limited to the follow- and in this priority: (a) Ocean dumping of dredge material; (b) Creation of islands in the Hampton Roads - Chesapeake Bay Area; (c) Feasibility of the use of the Nansemond site; (3) Said study be completed by 1979 and an alternative herein listed be implemented to el~inate the necessity of expand- in9 Craney Island.
