13 <br /> <br />A RESOLUTION OPPOSING THE U. S. CORPS OF ENGINEERS' PLAN TO <br />VERTICALLY EXPAND THE CRAN~Y ISLAlO DISPOSAL AREAAN ADDITIONAL <br />12'; SUPPORTING U. S. CORPS OF'ENGINEERS' EFFORTS SEEKING <br />ADDITIOn;AL FUNDS TO STUDY ALTERNATIVE MEANS FOR DISPOSING OF <br />DREDGED ~TERIALS UPON CERTAIN CONDITIONS; AUTHORIZING TEE <br />CITY MANAGER TO FORWA~RD THIS RESOLUTION. <br /> <br /> ~EREAS, this Council steadfastly reiterates its <br />opposition to any plan of expansion to Craney Island as a <br />disposal area; and <br /> <br /> WHEREAS, despite the steadfast opposition of expand- <br />ing Craney Island as a disposal area, the Craney Island Comm- <br />ission has recommended, subject to certain conditions, that <br />this Council support the U. S. Corps of Engineers' efforts <br />to seek additional funds to study alternative means to dis- <br />pose of dredged materials in the Hampton Roads - Chesapeake <br />Bay area. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the <br />City of Portsmouth, Virginia that it steadfastly reiterates <br />its opposition previously resolved on January 28, 1975 to <br />any plan of expansion to Craney Island as a disposal area. <br /> <br /> BE IT FURTHER RESOLVED that the Council supports <br />the U. S. Corps of Engineers' efforts to seek additional funds <br />to study alternative means for disposing of dredged materials <br />in the Hampton Roads - Chesapeake Bay area, but only upon the <br />following conditions: <br /> <br /> (1) Such study does not include the expansion of <br />Craney Island either vertically or horizontally; <br /> <br /> (2) The alternative means are limited to the follow- <br />and in this priority: <br /> <br />(a) Ocean dumping of dredge material; <br /> <br />(b) Creation of islands in the Hampton <br /> Roads - Chesapeake Bay Area; <br /> <br />(c) <br /> <br />Feasibility of the use of the Nansemond <br />site; <br /> <br /> (3) Said study be completed by 1979 and an alternative <br />herein listed be implemented to el~inate the necessity of expand- <br />in9 Craney Island. <br /> <br />BE IT FURTHER RESOLVED that the City Manager is directed <br /> <br /> <br />
