A RESOLUTION GRANTING A USE PEP~MIT TO OPEPJ~TE A STAFF PARKING FACILITY FOR THE PORTSMOUTH PSYCHIATRIC CENTER BET~rEEN BLAIR STREET AND FORT LANE. WHEREAS, Portsmouth Psychiatric Center, Inc. has made application pursuant to Section 40-78(b) of the Code of the City of Portsmouth, Virginiaf 1973, for the granting of a use permit as hereinafter described; and WHEREAS, the applicant and the Planning Director have done all things required to be done in connection with said application and the Planning Commission has recommended the granting of said use permit on condition. NOW, THE~FORE, BE IT RESOLVED by the Council of the C~ty of Portsmouth, Virginia: (a) That the use for which the use permit herein- after described is sought~ (1) will not adversely affect the health and safety of persons residing or working in the neighborhood of proposed use, (2) will not be detrimental to the public welfare or in3urious to property or Improve- ments in the neighborhood, and (3) will be in accord with the purposes of the Zoning Chapter of the City Code. (b) The City of Portsmouth is hereby granting a use permit pursuant to Section 40-78(b) oi the City Code to operate a staff parking facility for the property described as follows: Beginning at the northwest corne~ of Blair Street and Fort Lane; thence west along the north right-of-way line of Blair Street approximately 126 feet to a side lot~line; thence north along said line approximately 16 feet to a rear lot line~ thence east along said line approximately 126 feet to the west right-of-way line of Fort Lane~ thence south approximately 116 feet to Blair Street; the point of origin. (c) The granting of this use permit is subject to the following conditions: 1. A storage shed situate on the proposed staff parking facility should be removed. 2. The black top pavement should be at least two feet from the property lines and street lines.
