A RESOLUTION GRANTING A USE PEP~MIT TO OPEPJ~TE A STAFF <br />PARKING FACILITY FOR THE PORTSMOUTH PSYCHIATRIC CENTER <br />BET~rEEN BLAIR STREET AND FORT LANE. <br /> <br /> WHEREAS, Portsmouth Psychiatric Center, Inc. <br />has made application pursuant to Section 40-78(b) of the <br />Code of the City of Portsmouth, Virginiaf 1973, for the <br />granting of a use permit as hereinafter described; and <br /> <br /> WHEREAS, the applicant and the Planning Director <br />have done all things required to be done in connection <br />with said application and the Planning Commission has <br />recommended the granting of said use permit on condition. <br /> <br /> NOW, THE~FORE, BE IT RESOLVED by the Council <br />of the C~ty of Portsmouth, Virginia: <br /> <br /> (a) That the use for which the use permit herein- <br />after described is sought~ (1) will not adversely affect the <br />health and safety of persons residing or working in the <br />neighborhood of proposed use, (2) will not be detrimental <br />to the public welfare or in3urious to property or Improve- <br />ments in the neighborhood, and (3) will be in accord with <br />the purposes of the Zoning Chapter of the City Code. <br /> <br /> (b) The City of Portsmouth is hereby granting a <br />use permit pursuant to Section 40-78(b) oi the City Code to <br />operate a staff parking facility for the property described <br />as follows: <br /> <br /> Beginning at the northwest corne~ of <br />Blair Street and Fort Lane; thence west along <br />the north right-of-way line of Blair Street <br />approximately 126 feet to a side lot~line; <br />thence north along said line approximately <br />16 feet to a rear lot line~ thence east along <br />said line approximately 126 feet to the west <br />right-of-way line of Fort Lane~ thence south <br />approximately 116 feet to Blair Street; the <br />point of origin. <br /> <br /> (c) The granting of this use permit is subject to <br />the following conditions: <br /> <br /> 1. A storage shed situate on the proposed <br />staff parking facility should be removed. <br /> <br /> 2. The black top pavement should be at least <br />two feet from the property lines and street lines. <br /> <br /> <br />
