33 <br /> <br />A RESOLUTION URGING THE CONGRESS OF THE UNITED STATES <br /> TO ADOPT LEGISLATION WHICH WILL PERMIT LOCAL UTILITY <br /> TAXES TO BE INCLUDED AS AN ITEMIZED DEDUCTION ON IN- <br /> DIVIDUAL INCOME TAX RETURNS. <br /> <br /> WHEREAS, the Council of the City of Portsmouth, <br />Virginia, has attem, pted to broaden the impact of the <br />tax load by the institution of consumer use taxes on <br />water, gas, electric and telephone services; and <br /> <br /> WHEREAS, the utility taxes are <br />as taxes on the statements presented to <br />by the several utility companies; and <br /> <br />identifiable <br />the citizens <br /> <br /> WHEREAS, the citizens are not permitted to <br />deduct the utility taxes from the income reportable <br />for Federal Income Tax purposes; and <br /> <br /> WHEREAS, there is under consideration by the <br />Congress of the United States certain legislation known <br />as House Resolution 8133 which would permit the deduct- <br />ion of local utility taxes from income reportable for <br />Federal Income Tax purposes° <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council <br />of the City of Portsmouth, Virginia, that the Congress <br />of the United States is hereby urged to adopt legis- <br />lation which will permit local utility taxes to be <br />included as an itemized deduction on Federal Income <br />Tax returns. <br /> <br /> BE IT FURTHER RESOLVED that the City Clerk be, <br />and he hereby is, instructed to fo~vard copies of this <br />resolution to the members of the Virginia Delegation to <br />the Congress of the United States. <br /> <br /> Adopted by the Council of the City of Ports- <br />mouth~ Virginia, at a meeting held April 13, 1976. <br /> <br />Teste: <br /> <br />City Clerk <br /> <br /> <br />
