6. Support amendments to Sections 58-759.1 and 58.759.2 which are <br />enabling legislation separate real estate tax classifications for <br />residential and cc~nercial buildings, tn conjunction with these, we <br />also support any legislative efforts which would provide for ta~ relief <br />in the State Incc~e Tax for the rehabilitation of residential bui tdings <br />within designated conservation districts in a locality. <br /> <br /> 7. Support the deferral of any action on House Bill ~17 as it <br />currently stands. House Bill ~17 would have a significant /mpact on our <br />local goverr~ents if passed in its present state. <br /> <br /> 8. The State should be obligated to provide the funding or funding <br />mechanisms when m~ndating the i~plementation and operation of any program <br />in shy category by a locality. <br /> <br /> 9. Support a recent Council of Transportation Report which would <br />set aside $45,000,000 in annual railroad revenues for port development. <br />This would provide the Virginia Port Authority with an annual independent <br />source of revenue to continue port improvements. <br /> <br /> 10. Urge the General Assembly to enact the Governor's Council on <br />Transportation's recc~anendations for legislation that will poi/nit localities <br />to enact a sales tax on n~tor fuel to be used in the discretion of the <br />Transportation District Commission for transportation facilities as defined <br />in Section 15.1-1345 (i) of the Cede of Virginia. <br /> <br /> 11. Urge the. support of an amendment to 14.1-105.41 of the Code <br />of Virginia relating bo the fees of the High Constables in cities. <br /> <br /> 12.
