95 A RESOLUTION APPROVING AMENDMENT NO. 1 TO THE 1977 CO~4DI~ITY DEVELOPMENT PROGRAM AND AUTHORIZING THE CITY MANAGER TO FILE AN APPLICATION THEREFOR. WHEREAS, the Department of Housing and Urban Develop- ment has previously approved and the City of Portsmouth is carrying out the 1977 Community Development Program; and WHEREAS, the City of Portsmouth has made application to the Coastal Plains Regional Commission for Federal assist- ance to undertake the installation of water mains in the Southeastern sector of the City; and W~Et~EAS, the Coastal Plains Regional Commission has ap- proved this grant application; and WHEREAS, the Department of Housing and Urban Develop- ment has agreed to administer the Coastal Plains Regional Commission's grant through the Community Development Program; and WHEREAS, it is necessary to amend the 1977 Community De- velopment Program to incorporate the grant proceeds; and WHEREAS, public hearings have been held and this Council has reviewed Amendment No. 1 to the 1977 Community Development Program; and WHEREAS, it is necessary that this Council take appro- priate official action respecting said Amendment to the Program to comply with the regulations of the aforementioned Act; and WHEREAS, this Council is cognizant of the conditions that are imposed in the undertaking and execution of activities under the Community Development Program; and WHEREAS, this Council, on behalf of the City of Portsmouth, possesses the legal authority to apply for a grant and execute the proposed Program under the provisions of the aforementioned Act; and WHEREAS, this Council recognizes its responsibility to direct that safeguards be established to prohibit employees from using their positions for a purpose that is or gives the appearance of being motivated by a desire for private gain for themselves or others, particularly those with whom they have family, business or other ties:
