89 <br /> <br />A RESOLUTION AUTHORIZING THE CITY MANA~ TO E~£~ INTO A CLOSEOUT <br />AGREEMENT FOR PARK V/~W CONSERVATION AND REDEVELOPMENT PROJECT VA. R-48. <br /> <br /> WHERKAS, the Portsmouth Redevelopment And Housing Authority ~RHA) <br />has undertaken a redevelopment program with financial assistance fr~m <br />the Department of Housing And Urban Development (HUD) and local cooperation <br />by the City, with programs identified as "Park View Conservation and <br />Redevelopment Project, Va. R-48; and <br /> <br /> WHEREAS, the PRHA entered into Loan and Contract No. Va. R-48 with <br />RID to provide federal financial assistance for undertaking of the <br />program; end <br /> <br /> NHEREAS, on June 25, 1968, PRHA and the City entered into a cooperation <br />agres~aent, said agreement having been amended frc~ time to time, by <br />which the City agreed to, and did provide, certain local assistance for <br />the progr~u; and <br /> <br /> WHEREAS, the parties hereto desire to enter into a financial settlement <br />of the program as authorized by Section 112 of the Housing And Curly,unity <br />Development Act of 1964 (PL93-383) and the provisions of 24CFR Part 570. <br />sub-part I; and <br /> <br /> WHEREAS, it is certified that envirorm~ntal review pursuant to <br />24CFR Part 58.20 has been completed by PRHA, end that the citizen participation <br />required under Section 570.803(d) (2) of said Federal P~gistrar has been <br />ccmplebed. <br /> <br /> NOW, THEREFORE, ~E IT RESOLVED by the Council of the City of Portsmouth <br />that the City Manager is authorized to sign a Closeout Agreement for the <br />Park View Conservation And Redevelopment Project Va.
