A RESOLUTION GRANTING A USE PERMIT TO ELIZABETH THORNTON TO OPERATE A GROUP RESIDENCE ON TURNPIKE ROAD. WHEREAS, James H. Coppedge, on behalf of a contract owner, Elizabeth Thornton, made an application pursuant to Section 40-71(b) of the Code of the City of Portsmouth, 1973, for the granting of a use permit as hereinafter described; and WHEREAS, the applicant and the Planning Director have done all things required to be done in connection with said application; and WHEREAS, the Planning Commission has recommended the granting of said use permit. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: (1) That the use for which the use permit hereinafter described is sought: (a) Will not adversely affect the health and safety of persons residing and working in the neighborhood of the proposed use; (b) Will not be detrimental to the public use or injurious to property improvements in the neighborhood; and (c) Will be in accord with the purposes of the zoning Chapter of the City Code. (2) That Elizabeth Thornton is hereby granted a use permit pursuant to Section 40-71(b) of the Code of the City of Portsmouth, 1973, to operate a group residence on property described hereafter subject to the conditions set forth in paragraph (3) of this ordinance. Beginning on the north side of Turn- pike Road approximately 125 feet west from its intersection with Romanesque Street; thence northe~rly 100 feet to a rear property line; thence Westerly 150 feet to a point; thence southerly 100 feet to the north right- of-way line of Turnpike Road; thence easterly along said right-of-way 150 feet to the point of or~gin. (3) This use permit is approved subject to the following conditions:
