WHEREAS, a general plan has been prepared and is recognized and used <br />as a guide for the general development of the City of Portsmouth as a whole; <br />and <br /> <br /> WHEREAS~ the Plan for the project area prescribed certain !and uses <br />and will require, among other things, changes in zon/ng, the vacating and <br />r~uoval of streets, alleys~ and other public ways~ the establishment of <br />n~ street patterns, the location and relocation of sewer and water mains <br />and other public facilities, and other public actions~ and <br /> <br /> WHEREAS, the Por=~mouth Redevelopment and Housing Authority 0~re- <br />inafter referred to as the "Authority"), bas prepared and submitted a <br />program for the relocation of individuals and families who will be dis- <br />placed by project activities pursuant to the Plan; and <br /> <br /> WHEREAS, it is necessary that tlkis Council take appropriate official <br />action respecting the relocation program and the Plan for the Project~ <br />in conformity with Sections 36-49 and 36-51, of the Cede of Virginia <br />(1950) as amended; and <br /> <br /> WHEREAS, ~%--~s Council is cognizant of the conditions that are /reposed <br />by the provisions of the Housing and ~ty Development Act of 1977r <br />including those prohibiting discrimination because of race, color, creed, <br />sex or national origin. <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth: <br /> <br /> 1. That it is hereby found and detezmined that the Project is a <br />blighted, deteriorated, or deteriorating area and qualifies as an eligible <br />project area under Section 36-49 and 36-51, of the Code of Virg_ioia (1950) <br />as ~/uended. <br /> <br /> 2. That it is heretr~ found and dete~ed that the City's current plans <br />for land uses, thoroughfares and community facilities, including those shown <br />on the latest approved general plan of the City of Portsmouth, and approved <br />by the City Council to the extent necessary to coincide with the provisions <br />of sa/d Plan, are hereby revised for the Section of the City covered by <br />the Redevelopment Plan for the Soutbside IV Redevelopment Project to reflect <br />the proposal for land uses, thoroughfares and community facilities shown <br />in said Redevelopment Plan. ~ <br /> <br /> 3. That it is hereby found and determined that the Plan for the <br />project area will afford maximum opportunity consistent with the needs of <br />the City of Portsmouth as a whole, for the rebuildLng of the area by private <br />and/or public enterprises. <br /> <br />-2- <br /> <br /> <br />
