WHEREAS, a general plan has been prepared and is recognized and used as a guide for the general development of the City of Portsmouth as a whole; and WHEREAS~ the Plan for the project area prescribed certain !and uses and will require, among other things, changes in zon/ng, the vacating and r~uoval of streets, alleys~ and other public ways~ the establishment of n~ street patterns, the location and relocation of sewer and water mains and other public facilities, and other public actions~ and WHEREAS, the Por=~mouth Redevelopment and Housing Authority 0~re- inafter referred to as the "Authority"), bas prepared and submitted a program for the relocation of individuals and families who will be dis- placed by project activities pursuant to the Plan; and WHEREAS, it is necessary that tlkis Council take appropriate official action respecting the relocation program and the Plan for the Project~ in conformity with Sections 36-49 and 36-51, of the Cede of Virginia (1950) as amended; and WHEREAS, ~%--~s Council is cognizant of the conditions that are /reposed by the provisions of the Housing and ~ty Development Act of 1977r including those prohibiting discrimination because of race, color, creed, sex or national origin. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth: 1. That it is hereby found and detezmined that the Project is a blighted, deteriorated, or deteriorating area and qualifies as an eligible project area under Section 36-49 and 36-51, of the Code of Virg_ioia (1950) as ~/uended. 2. That it is heretr~ found and dete~ed that the City's current plans for land uses, thoroughfares and community facilities, including those shown on the latest approved general plan of the City of Portsmouth, and approved by the City Council to the extent necessary to coincide with the provisions of sa/d Plan, are hereby revised for the Section of the City covered by the Redevelopment Plan for the Soutbside IV Redevelopment Project to reflect the proposal for land uses, thoroughfares and community facilities shown in said Redevelopment Plan. ~ 3. That it is hereby found and determined that the Plan for the project area will afford maximum opportunity consistent with the needs of the City of Portsmouth as a whole, for the rebuildLng of the area by private and/or public enterprises. -2-
