28 <br /> <br />A RESOI/3TION APPROVING THE REDEVELOPMENT PLAN AND THE FEASIBILITY OF <br />RELOCATION FOR ~E SOUTHSIDE IV REDEVELOPM~4T PROJECT. <br /> <br /> WHEREAS, under the provisions of the Housing and Cc~m~ity Develop~ <br />meat Act of 1977, f~ancial assistance is provided to localities for <br />undertaking and carrying out continuity development activities~ including <br />the execution of urban renewal projects; and <br /> <br /> WHEREAS, said urban renewal projects must be approved by the govern- <br />ing body of the locality in which the project is situated and that such <br />approval must include findings by the governing body that: (1) the <br />Urban Renewal Plan '~mll afford maxim~a opportunity, ecnsist~nt with the <br />Sound needs of the locality as a wb~le, for redevelopment of the urban <br />renewal area by private and/or public enterprise; and (2) the Urban <br />Renewal Plan conforms to the general plan for the development of the <br />locality as a whole; and <br /> <br /> WHEREAS, an Urban Renevzal Plan, identified as the Southside IV <br />Redevelopment Plan (hereinafter referred to as the "Plan"), dated May <br />1978, ~nd consisting of 13 pages and two exhibits has been referred to <br />this Council for review and approval; and <br /> <br /> WHEREAS, the Plan for the urban renewal project identified as the <br />Soutbside IV Redevelopment Project, (hereinafter called the "Project"), <br />encompasses the area as described in the attached boundsry description <br />in the City of Portsmouth, State of Virginia, (hereinafter celled <br />"Locality"), and delineated on the attached emhibits;~ and <br /> <br /> WHEREAS, detailed studies of the location, physical condition of <br />structures, land use, environmental Jmfluences, and social, cultural~ <br />and economic conditions of the project ~rea have been made ~_nd it has <br />been determined t/eat the area is blighted~ deteriorated, or deteriorating, <br />and that conditions in the area are detrimental and a menace to the <br />safety, health, and welfare of the inhabitants and users thereof and <br />of the City of Portsmouth at large. Further, this blighted~ deteriorated <br />or deteriorating area is detr~aental to the safety, health, morals and <br />welfare of the o~anity because of dilapidation and basic environmental <br />deficiencies such as, overcrowding or improper location of structures on <br />the land; incu~atible land use relationships, obsolete building types, <br />inadequate parking and the dilapidation of auxiliary structures in rear <br />yards which together with accumulation of debris produces a deleterious <br />effect in some areas of the project; and the r~bers of the Council <br />are aware of these facts and conditions; ~nd <br /> <br /> <br />
