2O <br /> <br />A RESOLUTION SUPPORTING THE CONGRESS OF THE UNI'±'~3 STATES' OONTIArJATIfkN <br />OF THE COMPREHENSIVE ~LOYMENT AND TRAINING ACT PROGRAM AND THE CURRENT <br />LEVEL OF FLROING THEREFOR. <br /> <br /> WHEREAS, there are currently in Portsmouth s~ne 166 residents <br />enrolled in various training programs under Title I and 458 residents <br />employed in public service employment positions with public and private <br />nonprofit agencies and institutions under Title II ~nd VI of the <br />Comprehensive Employment and Training Agency; and <br /> WHEREAS, these previously unemployed and economically disadvantaged <br />residents sre participating ~n skill tra~n~ or ~_nefiting from subsidized <br />employment and the coranunity is receiving a nee<ted expansion of public <br />services; and <br /> ~, PortsmDuth and the various training and host employing <br /> agencies are generally not experiencing sufficient revenue growth both <br /> to offset inflation and to retain these CETA participants should CETA <br /> funding be contracted or terminated; and <br /> WHEREAS, the CETA program in Portsmouth, a program agent and member <br /> of the Southeastern Tidewater Manpower Authority, has been characterized <br /> by conscientious and sound administration. <br /> NOW, THEREFORE, BE IT RESOLVED that the Council of the City of <br /> Portsmouth, Virginia, hereby requests the energetic su~pport of their <br /> congressional representatives in fostering the cc~ntinuation of the CETA <br /> program and the current level of funding in order to insure the delivery <br /> of meaningful services to the cc~nunity and the employment an~ skill- <br /> training opportunities for residents %~he, otherwise, will be denied <br /> appropriate realization of their career and econ~--~'c potential. <br /> Adopted by the Council of the City of Portsmouth, Virginia, ~at a <br /> meeting held March 28, 1978. <br /> <br /> Teste: <br /> <br />Cit~ Clerk <br /> <br /> <br />
