76 A RESOLUTION REAFFIRMING SUPPORT OF THE CITY FOR THE CON- STRUCTIONAND OPERATION OF AN OIL REFINERY SUBJECT TO THE CONDITION AND COMPLIANCE WITH ALL LAWS AND REGULATIONS OF THE FEDERAL, STATE AND MUNICIPAL GOVERNF~NTS PROTECTING THE ENVIRON~NT~ WHEREAS, the Army Corps of Engineers are evaluating an application for a dredging permit by the Hampton Roads Energy Company$ and WHEREAS, the permit process t~rough various regulatory agencies of the Federal and State Goverrnuent has taken four (4) years~ and WHEREAS, based upon the various studies made this Council has reached the following conclusion concerning the constructio~ and operation of the proposed Hampton Roads Energy Company's oil refinery in this City: (1) The project can be built and constructed while pro- tecting the environment. (2) The project will increase the City's tax base as well as being an economic boost to Tidewater and the Commonwealth. (3) Other industrial devel6pment will occur in the Tidewater area. (4) The ports will benefit ec nom!ca!ly. (5) The national defense will be enhanced with a greater oil refining capacity. (6) The refinery will effect favorably the national energy policy. NOW~ THEREFOREw BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that it reaffirms its support for the construction and operation in the City of an oil refinery subject to the condition and compliance with all laws and regulations of the Federal, State and Municipal Governments protecting the environment. IT FURTHER RESOLVES that a copy of this Resolution be for- warded to Lieutenant General J. W. Morris, Chief o~ Engineers of the Army Corps of Engineers and to all appropriate Federal, State and Municipal Officials.
