76 <br /> <br />A RESOLUTION REAFFIRMING SUPPORT OF THE CITY FOR THE CON- <br />STRUCTIONAND OPERATION OF AN OIL REFINERY SUBJECT TO THE <br />CONDITION AND COMPLIANCE WITH ALL LAWS AND REGULATIONS OF <br />THE FEDERAL, STATE AND MUNICIPAL GOVERNF~NTS PROTECTING <br />THE ENVIRON~NT~ <br /> <br /> WHEREAS, the Army Corps of Engineers are evaluating an <br />application for a dredging permit by the Hampton Roads Energy <br />Company$ and <br /> <br /> WHEREAS, the permit process t~rough various regulatory <br />agencies of the Federal and State Goverrnuent has taken four <br />(4) years~ and <br /> <br /> WHEREAS, based upon the various studies made this Council <br />has reached the following conclusion concerning the constructio~ <br />and operation of the proposed Hampton Roads Energy Company's <br />oil refinery in this City: <br /> <br /> (1) The project can be built and constructed while pro- <br />tecting the environment. <br /> <br /> (2) The project will increase the City's tax base as well <br />as being an economic boost to Tidewater and the Commonwealth. <br /> <br /> (3) Other industrial devel6pment will occur in the Tidewater <br />area. <br /> <br />(4) The ports will benefit ec nom!ca!ly. <br /> <br /> (5) The national defense will be enhanced with a greater <br />oil refining capacity. <br /> <br /> (6) The refinery will effect favorably the national energy <br />policy. <br /> <br /> NOW~ THEREFOREw BE IT RESOLVED by the Council of the City <br />of Portsmouth, Virginia, that it reaffirms its support for the <br />construction and operation in the City of an oil refinery subject <br />to the condition and compliance with all laws and regulations <br />of the Federal, State and Municipal Governments protecting <br />the environment. <br /> <br /> IT FURTHER RESOLVES that a copy of this Resolution be for- <br />warded to Lieutenant General J. W. Morris, Chief o~ Engineers <br />of the Army Corps of Engineers and to all appropriate Federal, <br />State and Municipal Officials. <br /> <br /> <br />
