63 A RESOLUTION EXPRESSING THE CONCERN OF THE COUNCIL OF THE CITY OF PORTSMOUTH, VIRGINIA~ THAT THE RECREATIONAL FACILITIES AT ST. JULIEN'S CREEK ANNEX REMAIN AVAILABLE FOR RECREATIONAL USE. WHEREAS~ the citizens of the City of Portsmouth have for many years operated a successful recreational program for over five hundred (500) children annually on 39.2 acres of land that is part of St. Julien's Creek Annex; and WHEREAS, since 1968, the Cradock Little League has constructed baseball and football fields on the site and the recreational area is used for youth baseball and football programs and Portsmouth Catholic High School Soccer games; and ~EREAS, the City of Portsmouth, Virginia, has coordinated the activities of the leagues ~nd other groups using this pro- perty and entered into a one (1) year license agreement with the Department of the Navy for the use of said property; and WHEREAS, there is no City-owned site that can accommodate all these facilities; and WHEREAS, the continued use of said property is in jeopardy if the property is declared surplus and acquired for industrial development. NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of Portsmouth, Virginia, that the City Council expresses its interest in the property in order to assure its continued use for recreational purposes. BE IT FURTHER RESOLVED, that the City Clerk be, and she hereby is, directed to forward a certified copy of this Reso- lution to Senator Harry F. Byrd, Jr., Senator John W. Warner, Congressman Robert W. Daniel and the appropriate officials of the Department of the Navy, General Accounting Office~ Com- mission of Outdoor Recreation and the City of Chesapeake.
