39 <br /> <br />A RESOLUTION EXPRESSING SUPPORT OF THE COUNCIL FOR PLANS TO <br />PROVIDE RENOVATION OF THE PORTSMOUTH CITY JAIL. <br /> <br /> WHEREAS, jail standards were comprehensive intake and <br />admission services~ classificationr inmate visitation, medical <br />care, health and other programs, such as education~ counseling, <br />exercise and recreation have been set by the National Advisory <br />Commission on criminal justice standards and goals and the <br />Virginia Task Force on criminal justice goals and objectives; <br />and <br /> <br /> WHEREAS~ studies by the Institute for Criminal Justice, <br />National Clearing ~ouse for Criminal Justice Planning and <br />Architecture, and the D~erican Correctional Association identi- <br />fied overcrowding and lack of adequate space for programs and <br />services as conditions in the Portsmouth City Jail which are <br />not conductive to effective operationsf programs and services <br />n~cessary to meet the standards~ and <br /> <br /> WHEREAS, a plan has been adopted by the City of Portsmouth <br />and the Portsmouth Sheriff Department which recommended renova- <br />tion of the physical plant to include (t) expanded administrative <br />offices and prisoner visitation on the plaza level, (2) space for <br />medical services and prmsoner rehabilitation on the second floor, <br />(3) outdoor exercise areas on the roof top, (4) a comprehensive <br />intake admissions center in the basement of the Portsmouth City <br />Jail; and <br /> <br /> WHEREAS, funds have been made available from the Virginia <br />Department of Corrections, Division of Justice and Crime Prevention, <br />and the City of Portsmouth, in an amount sufficient to complete the <br />first two of the four renovation objectives. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia~ that the Council hereby expresses its approval <br />for the plan for the renovation of the Portsmouth City Jail to in- <br />clude (1) expanded administrative offices and prisoner visitation <br />on the plaza l'evel, (2) space for medical services and prisoner <br />rehabilitation on the second floor, [3) outdoor exercise areas on <br />the roof top, (4) a comprehensive intake admissions center in the <br />basement of the Portsmouth City Jail. <br /> <br /> BE IT FURTHER RESOLVED that the City of Portsmouth will <br />direct its efforts towards combining local~ state and federal <br />resources, and such other funds as may be available, in order <br />to complete all four objectives of the renovation of the Portsmouth <br />City Jail. <br /> <br /> <br />
