35 A RESOLUTION AUTHORIZING THE CITY ~ANAGER TO COI~JE¥ PROPERTY TO INDUSTRIAL DEVELOPMENT AUTHORITY OF THE CITY OF PORTSMOUTH (COURT STREET AND ~THE STREET) WHEREAS, the City of Portsmouth owns certain easements and rights-of-way as a result of the closure of portions of Scott Street, Griffin Street, Race Street and Wythe Street by ordinances adopted on September 11, 1973, and August 23, 1977; and WHEREAS, Portsmouth Redevelopment and Housing Authority is conveying the property on which the easements are located and arrangements have been made to relocate the utilities within the easements; and WHEREAS, the City owns a certain parcel of property on which the former Court Street and Fourth Street intersection was located; and ~,~EREAS, Section 2.09(c) of the Charter of the City of Portsmouth provides that the City may convey property to the Commonwealth of Virginia or any political subdivision thereof, without advertisement and without receiving bids; and ~HEREAS, the Industrial Development Authority of the City of Portsmouth is a political subdivision of the Commonwealth of Virginia. NOW, THEREFORE, BE IT RESOLVED by the CounciI of the City of Portsmouth, Virginia, that the City Manager be, and he hereby is, authorized to convey the following described property to Industrial Development Authority of the City of Portsmouth: PARCEL 1. Any and all right, title, interest, easement or right-of-way in and to the following described property, to-wit: SCOTT STREET. Ail that certain piece or parcel oi land, lying and being in the City of Portsmouth, Virginia, comprising that portion of Scott Street between Washington Street and Fifth Street. GRIFFIN STREET. Ail that certain piece or parcel of land, lying and being in the City of Portsmouth, Virginiat com- prising that portion of Griffin Street between Washington Street and Fifth Street.
