WI~etKAS, %=here is a growing prsblem of illegal drug use, inclu{[ing, but not limited to, %~]e use of lm~riju~na ~ng teenage and elementary sch~l age children; smd l~,~, there is a growing concerr~ ~TOng parents of such children ~idn has been expressed by the Pare/q~s Teachers Association of Ports- ~outh, Virginia, and ohher local Parent T~.chers Associations; and I~Z~AS, t-here is ~rently available for sale in local retail establishn-ents w]~ch are ope~n to the g~nerat p~olic includinq teenage and elementary school age children, paraphernalia and merchandise relati?.g to the illegal use of drugs including, but _not 1L~ited to, the use of marijuana..- and I%~F~AS, t_he VirgL~.ia Controlled Paraphernalia Act c~rrentlv bans the g~neral sale of cert ~ain paraphernalis such as hypode~nic syr~mnges, needles and gelatin capsules. NOW, _n/~PREFO~, BE iT RESOLVED by the Council of the City of Portsn~outh, Virginia, ~hat the General Y3se~ly of Virginia i~ requested to sme~ the Controlled Paraphernalia Act to ~ the sale of paraulaernalia associated wi'hh illegal d~ag use, Lncluding, but not limited to, ~oach clips, water pipes, and other pzpes that ~e associated with marijuana use, or in the a±~ernative, to a~end Title 15.1 of the Code of Virginia, authorlzLng local governraeD~hs to ban the sale of such items. BE IY FI~Y~HER RESOL\~ that the City Clerk is hereby directed to transmit a.certified copy of this resolution to the General Assembly.
