87 <br /> <br />A RESOLUTION REQUEST/NG THE GENF29AL ASStl~RLY OF VIRGINIk TO ~M~D~ ~ <br />CHAR'±'~ OF THE CITY OF POR~UT~, VIRGINIa. <br /> <br /> WHEREAS, Sections 15.1-835 and 15.1-912 of the Code of Virginia, <br />1950, as amended~ provide for the amendment of the City Charter upon <br />the holding of a public hearing and the request of ~he Cit~v Council <br />to the C~neral Assembly; and <br /> <br /> WHEREAS, the City Council is of the opinion that a certain amend- <br />n~nt to the Charter of the City of Portsmouth is necessary and is <br />desirable at this time and has held the public hearing requi_. 'red by <br />law to consider such amendment. <br /> <br /> NOW, THEREFORE, BE IT RESOLVI~ by the Council of the City of <br />Portsmouth, VirgJ3~a, that the City Attorney is hereby direched to <br />prepare and transmit to the General Assembly, to~ether with Certified <br />copies of th_is Resolution, a draf~c of a bill amending the Char~er of <br />the City of Portsmouth, 1970, as follows: <br /> <br />Section 5.O1. Appointment, qualifications, etc. <br /> <br /> ~hat the City ~53nager shall he the Administrator and Chief Ex--ye <br />Officer of the Mup_icipai Government. He shall be chosen by the City <br />Council without regard to his political beliefs, and solely upon <br />basis of his executive and administrative qualifications. ~ae choice <br />shall not be limited_ to inhabitants of the City or State. ~ City <br />Manager shall receive such compensation as shall be provided by the <br />City Council Ordinance. He shall be appointed for an indefinite _period, <br />and shall serve at the pleasure of the Council. In the event of the <br />inability of the City Manager to t~mpo_ rarily perfo~ the duties of his <br />office by reason of absence, vacation, sickness or other disability, <br />the City Manager shall designate son, one to perform the duties of his <br />office during such absence or disability, and if the City Manager shall <br />permanently be unable to perform the duhies of his office, the City <br />Council shall designate someone to perform the duties of said office. <br /> <br />This _Resolution shall be effective from the date of its adophion. <br /> <br /> Adopted by the Council of the City of ~ort~, Virginia, ara <br />meeting held November 13, 1979. <br /> <br />City Clerk <br /> <br /> <br />
