Creecy, n~de an application pursuant to Section <br />40-71 lb), Code of the City of Portsmouth, 1973, as ~n~nded, to the <br />granting of a use permit as hereinafter-described[ and <br /> <br /> l,~, the aeolicant and the Planning Director have done all <br />things required to ~ done in connection vrith said application; and <br /> <br /> WI~REAS, the Planning Commission has recosmended the granting of <br />said use .~mit. <br /> <br /> NC~'~, ~RE, BE IT RESOLVED by the Council of the City of Ports- <br />r~outh, Virginia: <br /> <br /> (t) That the use for which the use Detroit b~ereinafter-des~ibed <br />is sought: <br /> <br /> (a) Will not adversely affect the heat%b and safety of <br />persons residing and vzorking in the neighborhood of the proposed use; <br /> <br /> 0o) will not be detrimental to the ~ablic use or injurious <br />to property impro-vements in the neigbl0orhcod; and <br /> <br /> (c) Will be in accord mt_th %he purposes of the Zoning Cha~er <br />of the City Code. <br /> <br /> (2) That William C.
