~ RESOLUTION AUTHORIZING THE CITY MANAGER TO CONVEY CITY-OWNED PROPERTY. TO MS. VENABLE WHITLOW (COURT STREET AND CRAWFORD PAR~AY). WHEREAS, by motion adopted by the Council of the Cit~ of Portsraouth, ~±rginia, on August 26, 1980, the City }~anager was authorized to advertise and receive bids for the sale of the hereinafter-described property; and I~EREAS, the City Manager has caused the said property to be advertised in accordance with said authorization and the Code of the City of Portsmouth; and WHEREAS, the City has received three (3) bids for the purchase of the hereinafter-described property including the bid of Dan E. Griffin, as agent for Ms. Venable ~itlow; which proposal offered to purchase said property for the sum of Nineteen Thousand, Five Hundred Dollars ($19~500.) for the construction of a two or two an~ one-half story duplex; and WHEREAS, the Council finds, after due consideration, that the 'bid of Dan E. Griffin, on behalf of Ms. Venable Whitlow, complies fully with the terms of the City's advertisement and that the bid is the highest bid received and will permit the disposition of the property on terms most favorable to the City and it is deemed to be the best proposal for the purchase and use of the property; and WHEREAS, said property is no longer needed by the City of Portsmouth and is declared to be surplus. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the City Manager be, and he heresy is, authorizAd to convey the following described property to Ms. Venable Whitlow for the susa of Nineteen Thousand, Five Hundred Dollars ($19,500.) subject to the conditions spedified in the advertisement and the proposal tendered on behalf of Mrs. Whitlow dated October 16, 1980: Ail that certain lot, piece or parcel of land, situate, lying and being in the City of Portsmouth, Virginia, bounded and described as follows:
