~ RESOLUTION AUTHORIZING THE CITY MANAGER TO CONVEY CITY-OWNED <br />PROPERTY. TO MS. VENABLE WHITLOW (COURT STREET AND CRAWFORD <br />PAR~AY). <br /> <br /> WHEREAS, by motion adopted by the Council of the Cit~ <br />of Portsraouth, ~±rginia, on August 26, 1980, the City }~anager <br />was authorized to advertise and receive bids for the sale <br />of the hereinafter-described property; and <br /> <br /> I~EREAS, the City Manager has caused the said property <br />to be advertised in accordance with said authorization and <br />the Code of the City of Portsmouth; and <br /> <br /> WHEREAS, the City has received three (3) bids for the <br />purchase of the hereinafter-described property including the <br />bid of Dan E. Griffin, as agent for Ms. Venable ~itlow; which <br />proposal offered to purchase said property for the sum of <br />Nineteen Thousand, Five Hundred Dollars ($19~500.) for the <br />construction of a two or two an~ one-half story duplex; and <br /> <br /> WHEREAS, the Council finds, after due consideration, that <br />the 'bid of Dan E. Griffin, on behalf of Ms. Venable Whitlow, <br />complies fully with the terms of the City's advertisement and <br />that the bid is the highest bid received and will permit the <br />disposition of the property on terms most favorable to the <br />City and it is deemed to be the best proposal for the purchase <br />and use of the property; and <br /> <br /> WHEREAS, said property is no longer needed by the City <br />of Portsmouth and is declared to be surplus. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the <br />City of Portsmouth, Virginia, that the City Manager be, and <br />he heresy is, authorizAd to convey the following described <br />property to Ms. Venable Whitlow for the susa of Nineteen Thousand, <br />Five Hundred Dollars ($19,500.) subject to the conditions <br />spedified in the advertisement and the proposal tendered on <br />behalf of Mrs. Whitlow dated October 16, 1980: <br /> <br /> Ail that certain lot, piece or parcel of <br />land, situate, lying and being in the City of <br />Portsmouth, Virginia, bounded and described as <br />follows: <br /> <br /> <br />
