8O A RESOLUTION ENDORSING THE PARKS AND RECREATION DEPARTMENT'S YOUTH CONSERVATION CORPS GRANT APPLICATION FOR 1981. WHEREAS, the V±rglnia Commission on Outdoor Recreation provides funds through the Youth Conservation Corps Program (YCC) to assist political subdivisions of the Commonwealth in furthering the development and conservation of natural resources; and ~EREAS, there are needs within the City of Portsmouth to develop recreational public lands and accomplish needed conservation work; and WHEREAS, this program offers young men and women fifteen C15) to eighteen (18) years of age gainful su~m~er employment and a work-earn-learn experience; and WHEREAS, YCC helps promote an understanding and appre- ciation in participating youth for a natural environment and heritage; and WHEREAS, the project is funded up to eighty percent (80%) through the Virginia Commission for~utdoor Recreation. NOW, TREREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that this Council endorses the application of the Parks and Recreation Department of the City for the City Park Development Project, and that the City Manager is hereby authorized to cause such information or material as may be necessary to be provided to the appro- priate state agency, and to enter into such agreements as may be necessary to permit the formulation, approval and funding of the City Park Development Project. AND BE IT FURTEER RESOLVED that the governing body of the City of Portsmouth gives its assurances that it will provide at least twenty percent (20%) of the total cost of the project, that the general provisions of the Youth Conservation Corp Program and the Virginia Youth Conservation Fiscal procedures will be complied with in the administration of the project and that all other appl±cable state and federal regulations govern- ing such expenditure of funds provided by the Virginia .Commission of Outdoor Recreation will be complied with in the administration of this project. AND, ALSO, BE IT FURTHER RESOLVED that the United States Department of Agriculture and Interior and the Virginia Commission of Outdoor Recreation are respectfully requested to assist in the prompt approval and funding of the City Park Development Project for the public benefit of all our citizenry.
