67 <br /> <br />A RESOLUTION APPROVING THE 1981 HOUSING AND COMMUNITY DEVELOPMENT <br />PROGRAM AND AUTHORIZING THE CITY MANAGER TO FILE AN APPLICATION <br />THEREFOR. <br /> <br /> WHEREAS, under the provisions of the Housing and Community <br />Development Act of 1974, as amended, financial assistance is <br />provided to localities for undertaking and carrying out <br />community development activities; and <br /> <br /> WHEREAS, a public hearing has been held and the City <br />Council has reviewed the 1981 Housing and Community Development <br />Program (Program) for the City of Portsmouth, and the comments <br />received at said public hearing; and <br /> <br /> WHEREAS, it is necessary that this Council take official <br />action respecting said Program and amendments .to comply <br />with the regulations of the aforementioned act; and <br /> <br /> WHEREAS, this Council is cognizant of the conditions <br />that are proposed in the undertaking and carrying out of <br />activities under the Housing and Community Development <br />Programs; and <br /> <br /> WHEREAS, this Council, on behalf of the City of. Portsmouth, <br />possesses the legal authority to apply for a grant and execute <br />the proposed program under the provision of the aforementioned <br />act; and <br /> <br /> WHEREAS, this Council recognizes its responsibility to <br />direct that safeguards be established to prohibit employees <br />from using their position for any purpose that g!ves the <br />appearance of being motivated by a desire for private gain <br />for themselves or others, particularly those with whom <br />they have family, business or other ties.; and <br /> <br /> WHEREAS, this Council has found said 1981 Community <br />Development Program and related amendments to the 1979 Three- <br />Year Housing and Community Development Plan and 1980 Housing <br />and Community Development Program appropriate to meet the <br />needs of the City and, therefore, acceptable. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City <br />of Portsmouth, Virginia, that the 1981 Housing and Community <br />Development Program, Amendments to the 1979 Three-Year Community <br />Development Plan and the 1980 Housing and Community Development <br />Program be, and hereby are, approved in all respect and the <br />City Manager is hereby authorized to file with the Department <br />of Housing and Urban Development an application and any addi- <br />tional information as may be required for the City to receive <br />its full 1981 Entitlement; and <br /> <br /> <br />
