43 A RESOLUTION APPROVING AMENDMENT NO. 12 TO THE CRAWFORD REDEVELOPMENT PLAN FOR THE CRAWFORD URBA~N RENEWAL PROJECT. WHEREAS, this Council by resolution adopted August 1, 1967, approved a Redevelopment Plan for the Crawford Urban Renewal Project, Portsmouthr Virginia; and WHEREAS, there has been presented to this body for consideration and approvali a copy of an amended Redevelopment Plan for the project area, dated June, 1981, which plan con- sists of 25 pages and 3 exhibits; and WHEREAS, Amendment No. 12. pro. poses to add certain property to the project area; and WHEREAS, said Amendment No. 12 has been carefully reviewed and said Redevelopment Plan conforms to the Comprehensive Plan for the City of Portsmouth, adopted June, 1980, and which serves as a general guide for development of the City of Portsmouth as a whole; and WHEREAS, Portsmouth Redevelopment and Housing Authority has resolved tha~ this Amendment is in the best interest of the City's renewal effort; and I%~EREAS, this Council ms cognizant'of the conditions that are imposed by the provisions of the Housing and Community Development Act of 1974, as amended, including those prohibiting discrimination because of race, age, color, creed, sex or national origin; and WHEREAS, in the judgment of this Council it is mn the interest of the City and its inhabitants that the said ~mendment be approved. NOW, THEREFOR=, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: 1. That Amendment No. 12 to the Redevelopment Plan for the Crawford Urban Renewal Project, having been duly reviewed and considered, it is hereby found: (a) That the objectives of the Crawford Urban Renewal Project, Portsmouth, Virgmnia, can be better achieved by the adoption of said Amendment. (b) That A~endment No. 12 to the Crawford Redevelop- ment Plan conforms to the general plan for the City of Portsmouth as a whole and continues to meet the requirements as a Redevelop- ment Project set forth under Title 36 of the Code of Virginia, 1950, as amende~.
