40 <br /> <br />A RESOLUTION CONCERNING THE CLOSING OF THE UNITED STATES <br />PUBLIC HEALTH SERVICE HOSPITALS AND CLINICS. <br /> <br /> WHEREAS, the present Federal Administration has pro- <br />posed budget cuts which will force the closing of the one <br />hundred sixteen bed Public'Health Service Hospital in Norfolk, <br />Virginia and seven other such hospitals and twenty-seven <br />outpatient clinics around the country; and <br /> <br /> WHEREAS, the Public Health Service Hospital located <br />in Norfolk~ in addition to serving s±ck and disabled seamen, <br />also serves the needs of citizens of %he entire Tidewater <br />Area, including residents of the City of Portsmouth such <br />as statutory Federal beneficiaries including American <br />Seamen, Public Health Service Officers, Coast Guard and <br />National Oceanic and Atmospheric Administration personnel <br />and other Federal benef~iciaries such as active duty and <br />retired personnel from the Department of Defense and Federal <br />Employee's Compensation and their dependants; and <br /> <br /> WHEREASv the Hospital operates several special programs <br />and serves as the educational site for medical students, medical <br />residents, physical therapy students, social service students, <br />nursing students~ dental hygiene students, dental assistant <br />students, dental general pract±ce restdentsr hospital adminis- <br />trative interns, pharmacy students, and in addition, many of <br />the hospital staff fill teaching positions at Eastern Virginia <br />Medical School and elsewhere; and <br /> <br /> W~EREAS, the ~ospltal is a Valuable~ dependable and Largely <br />indispensable resource in the overall medical care~community <br />for the Tidewater Area, especially for the Merchant Seamen and <br />other Federal beneficiaries who receive care there, and large <br />population of Department of Defense beneficiaries who rely <br />hearty on th~ Hospital and its programs to provide necessary <br />services. <br /> <br /> WHEREAS, because of all of the above reasons, the closing <br />of the ~ospital should be 'of eoncern to all of those who care <br />about quality health care for our citizens. <br /> <br /> NOW, THEREFORE, BE ~IT RESOLVED, by the Council of the City <br />of Portsmouth, Virginia, that this Council does hereby urge <br />the Federal Administration ~o reconsider its proposed budget <br />cuts which will force tke closing of the Hospital, and that <br />it hereby urges the Congress to take necessary steps to assure <br />proper fund±ng for the continuation of the Hospital. <br /> <br /> <br />
