33 <br /> <br />A RESOLUTION SUPPORTING THE PUBLIC SERVICE EMPLOYMENT PROGRAM <br />OF THE COMPREHENSIVE EMPLOYMENT AND TRAINING ACT. <br /> <br /> WHEREAS, the budget submitted by the President of the <br />united States for fiscal year 1982 proposes the termination <br />of the Public Service Employment Program (PSE), a part of <br />the Comprehensive Employment And Training Act (CETA); and <br /> WHEREAS, the revised fiscal year 1981 budget submitted <br />by the President calls for the deferral and recision of funds <br />for the PSE Program which has caused the City' of Portsmouth <br />to layoff one hundred forty (140) persons on April 3, 1981; <br />and <br /> WHEREAS, the loss of this valuable manpower resource <br /> to the City, and the increased cost for Unemployment Compen- . <br /> sation basic welfare, medicade and food stamps, represent <br /> far less savings than envlslone in the budget process and <br /> are contrary to the best interest of the City of Portsmouth, <br /> the local economy and the welfare of the community; and <br /> WHEREAS, the Portsmouth Manpower Commission, in its <br /> advisory capacity to the City Council on employment and <br /> training issues, has urged the City Council to register <br /> support for the PSE Program with the Virginia Congressional <br /> Delegation; and <br /> WIREREAS, the PSE Program has been a valuable component <br /> of the City's comprehensive program .of employment and training <br /> services, having provided work experience and skill develop- <br /> ment for over 12OO disadvantaged Portsmouth residents since <br /> October !, 1977; and <br /> WHEREAS, it is the opinion of this Council that the PSE <br /> Program should be continued as part of the CETA Program and <br /> as a source of assistance from the Federal Government to <br /> localities for the purpose of providing employment and train- <br /> ing for the citizens- <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City <br /> of Portsmouth, Virginia, that this Council does hereby register <br /> its support for the Public Service Employment Program and <br /> expresses its opposition to the deferral and recision of funds <br /> which prevents the City from continuing participation in this <br /> program and from undertaking a smooth and orderly transition <br /> which result in undue hardship on the affected employees, the <br /> taxpayers and the City of Portsmouth. <br /> BE IT FURTHER RESOLVED that the City Clerk be, and she <br /> hereby is, directed to forward a copy of this Resolution to <br /> Senator Harry F. Byrd, Jr., Senator John W. Warner and <br /> Representative Robert W. Daniel, Jr.. <br /> <br /> <br />
