regards to proposals of development of said property in- <br />cluding, but not limited to, revenue to be derived by the <br />City of Portsmouth and the submission for review and approval <br />by this governing body of a site plan of the proposed develop- <br />ment to include the plan for rail access, and to define the <br />actual property to be acquired by the Virginia Port Authority <br />and to define such other development criteria as would normally <br />be required of a private developer by the City Code. <br /> <br /> 3. That the Portsmouth d~legation to the General <br />Assembly of Virginia be, and they hereby are, requested <br />to offer amendments to the legislation proposed by the <br />Governor of Virginia in regards to development of said <br />property as a coal exporting facility to provide: <br /> <br /> (a) That %he City of Portsmouth rece!ve as <br />revenue from the Virginia Port Authority full tax equivalency <br />including real property tax, personal property tar and/or <br />machinery and tool tax as would be applicable if said deve!o~- <br />ment were privately owned and operated~ <br /> <br /> (b) That the Virginia Port Authority be required <br />to submit for approval by the governing body of the City of <br />Portsmouth a site plan of the proposed development designating <br />such aspects of the development as would, be required on a <br />similar site plan according to'the requirements of the Code <br />of the City of Portsmouth if the property were privately owned, <br />including in addition a plan for the orderl~ and satisfactory <br />development of rail access to the subject property in accordance <br />with the traffic control requirements and environmental quality <br />of life of the City of Portsmouth. <br /> <br /> (c) That the Virginia Port Authority be limited <br />in the amount of land, including waterfront access, to be <br />acquired to only that acreage which is specifically required <br />for the location and operation of the coal exporting facility <br />having an annual capacity not to exceed twenty million tons. <br /> <br /> (d) That the Governor of Virginia assure the General <br />Assembly that all potential sites for such facility in Hampton <br />Roads and all possibilities for such facility to be developed <br />by private enterprise have been thoroughly investigated before <br />a decision is made to proceed with a public facility; that the <br />Governor further assure the General Assembly that the proposed <br />development is financially viable and that the ultimate long <br />term requirement of construction of additional coal exporting <br />capacity in Virqinia is necessary. <br /> <br /> <br />
