14 <br /> <br />A RESOLUTION ADOPTING TEE REVISED CRAWFORD.PiARBOR WATERFRONT <br />DEVELOPMENT PI~AN OF THE CITY OF PORTSMOUTH IN CONCEPT AND <br />OUTLINING PROPOSED USES TO INCLUDE RESIDENTIAL, COMMERCIAL <br />AND PUBLIC DEVELOPMENT. <br /> <br /> ~q{EREAS, the Council of the City of Portsmouth requested <br />an overall review of the Crawford Harbor Waterfront Develop- <br />ment Plan in relation to physical changes in the project <br />area; and <br /> <br /> ~EREAS, the Crawford Harbor Waterfront Development <br />Plan was amended %o provide for one residential tower structure <br />of twenty-five stories instead of the original three towers <br />of fifteen stories eaeh; and <br /> WHEREAS, construction on the south end of the Crawford <br />Harbor Water~ront Development Plan was amended to provide <br />for a City Hall Complex and private office building instead <br />of t~%e original City Hall-Lightship .Museum Complex; and <br /> WHEREAS, construction on the north end of the Crawford <br />Harbor Waterfront Development Plan was amended to relocate <br />the parking garage on property adjacent to the Holiday Inn <br />,Development; and <br /> <br /> WHEREAS, Ccuncil requested modification of the plan <br /> to create p,~!ic space and access to the seawall and the <br /> center of the plan; and <br /> <br /> W~E~AS, plans have now been developed by the design <br /> engineers to incorporate all of the proposals relative to <br /> residential, commercial and public development of the water- <br /> front area; and <br /> WA~REAS~ in the judgment of this Council, the revised <br /> plan conforms to.the general plan ~or.the development of the <br /> City of Portsmouth as a whole and zs ~n the best interest of <br /> the City and its inhabitants. <br /> <br /> WHEREAS, petitions have been received requesting that <br /> the Seaboard Building (Old Munic±pal Building) be preserved <br /> and restored as a tangible reminder of an impressive past <br /> and as a market place centerpiece for waterfront development. <br /> NOIr, THEREFORE, BE IT RESOLVED by the Council of the <br /> City of Portsmouth, Virginia, that the revised Crawford <br /> Harbor Waterfront Development Plan cf the. City of Portsmouth <br /> as presented to this Council on January 27, 1981, outlining <br /> proposed uses to include residential, commercial and public <br /> development be, and.the same hereby is adopted in concept. <br /> <br /> <br />
