That Portsmouth Marine Termlnal's performance in <br />terms of utilization of assets, contribution, and return of <br />!nvestment is superior to that of ~he terminals operated <br />by the non-profit public corporations; <br /> 4. That Portsmouth Marine Terminal accounts receivable <br />turnover performance is superior to that of the terminals <br />operated by the non-profit public corporations; <br /> 5. That labor utilization at Portsmouth Marine Terminal <br />is superior to that at the terminals operated by the non- <br />profit public corporations; <br /> <br /> 6. That Portsmouth Marine Te~minal experiences greater <br /> productivity in %he use of container gantry cranes; and <br /> 7. That the operation of Portsmouth Marine Terminal <br /> as a privately operated termihal has been among the most <br /> effickeDt on the east coast; and <br /> ~EREAS~ the comparisons noted above ctearly show that <br /> Portsmouth Marine Terminal zs more productive and efficient <br /> ~han the non-profit public'corporations; and <br /> v~REAS, the Ports of Hampton Roads constitutes one of <br /> the Co~onwea!th's most valuable assets and it is in the best <br /> interest of the Commonwealth and the localities involved that <br /> they be ~evetoped to their utmost utilization. <br /> NOW, THEREFORE, BE IT RESOLVED that the Council of the <br /> City of Portsmouth request that the General Assembly adopt <br /> only such leglslatto as will provide the necessary fTexibility <br /> for the development of the Port to assure its development to <br /> its utmost utilization and that Senate Bill N~. 548 be amended <br /> to provide that any mandate for consolidation provide for <br /> the cont~[nued operatio~ of any facilities by private~operat°rs <br /> where such continued o~eration is in the best interest of the <br /> Commonwealth. <br /> BE IT FURTHER RESOLVED that the City Clerk be instructed <br /> to forward a copy of this Resolution to the Governor of the <br /> Commonwealth of Virginia and the members of the Portsmouth <br /> Delegatzon to the General Assembly of Virginia. <br /> Adopted by the Council of the City of Portsmouth, ~Virginia, <br /> at a meeting held January !9, 1981. <br /> <br />.Teste: <br /> <br />City Clerk <br /> <br /> <br />
