That Portsmouth Marine Termlnal's performance in terms of utilization of assets, contribution, and return of !nvestment is superior to that of ~he terminals operated by the non-profit public corporations; 4. That Portsmouth Marine Terminal accounts receivable turnover performance is superior to that of the terminals operated by the non-profit public corporations; 5. That labor utilization at Portsmouth Marine Terminal is superior to that at the terminals operated by the non- profit public corporations; 6. That Portsmouth Marine Te~minal experiences greater productivity in %he use of container gantry cranes; and 7. That the operation of Portsmouth Marine Terminal as a privately operated termihal has been among the most effickeDt on the east coast; and ~EREAS~ the comparisons noted above ctearly show that Portsmouth Marine Terminal zs more productive and efficient ~han the non-profit public'corporations; and v~REAS, the Ports of Hampton Roads constitutes one of the Co~onwea!th's most valuable assets and it is in the best interest of the Commonwealth and the localities involved that they be ~evetoped to their utmost utilization. NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Portsmouth request that the General Assembly adopt only such leglslatto as will provide the necessary fTexibility for the development of the Port to assure its development to its utmost utilization and that Senate Bill N~. 548 be amended to provide that any mandate for consolidation provide for the cont~[nued operatio~ of any facilities by private~operat°rs where such continued o~eration is in the best interest of the Commonwealth. BE IT FURTHER RESOLVED that the City Clerk be instructed to forward a copy of this Resolution to the Governor of the Commonwealth of Virginia and the members of the Portsmouth Delegatzon to the General Assembly of Virginia.
