10 <br /> <br />A RESOLUTION REQUESTING THE GENERAL ASSEMBLY TO ADOPT LEGISLATION <br />TO PROVIDE FOR FL~XIBILITY IN THE DEVELOPFLENT OF THE PORT TO <br />ASSURE ITS DEVELOPMENT TO ITS UTMOST UTILIZATION. <br /> <br /> WHEREAS, the Virginia Ports and Port Authority Study <br />Commission was created in 1978 to make a comprehensive <br />study of Virginia Ports and the Virginia Port'Authority; and <br /> WHEt~EAS, the Transportation Consulting Division of <br />Booz-Allen and Hamilton, Inc. served as consultants of said <br />Commission and prepared the Market, Economic and Organizational <br />Assessment of Virginia's Port System Report dated May, 1980; <br />and <br /> W~EREAS, the final report of the Virginia Ports and <br /> Port Authority Study Commission to the Governor and the <br /> General Assembly of Virginia,"'-including dissenting comments, <br /> has~been issued and contains recommended legislation; and <br /> WHEREAS, Senate Bill No. 548 has ~een introduced for <br /> consideration at the 1981 session of the General Assembly <br /> and referred to the Senate Transportation Committee and <br /> proposes the recommendations contained in the Study Commission's <br /> final report; and <br /> WH~EREAS, the Port of Hampton Roads contains State <br /> terminals capable-of handling over five miTlion tons (5,000,000) <br /> of cargo per year, some of which are operated by non-stock <br /> non-profit public corporations and some 'of which are operated <br /> by a private terminal operator; and <br /> ~ WHEREAS, the Council of the City of Portsmouth has <br /> reviewed the proposed legislation and the final re~ort issue~ <br /> by the Conumission and respectfully suggests that some of the <br /> · t <br /> conclusions contained therein are Inconslsten with the facts <br /> established by the study; and <br /> WHERE~, said Bill. mandates that the Virginia Port Authority <br /> bring about the centrally directed operation of all State owned <br /> port facilities at Hampton Roads, including the private terminal <br /> operation at Portsmouth; and <br /> WHEREAS, the consulting report clearly establishes: <br /> 1. That Portsmouth Marine Terminal provides more flexi- <br /> bility in operation practice and procedures than the o{her <br /> terminals; <br /> 2. That Portsmouth Marine Terminal performs more effect- <br /> ively than the terminals operated by the non-profit public <br /> corporations in terms of business related measures; <br /> <br /> <br />
