93 <br /> <br />A RESOLUTION EXPRESSING THE OPPOSITION OF THE COUNCIL OF THE <br />CITY OF PORTSMOUTH TO THE CONTINUED USE OF THE Ci~iqNEY iSLAND <br />DISPOSAL AREA~ AND DIRECTING THE CITY MANAGER AND THE CITY <br />ATTORNEY TO TA~E WHATEVER STEPS ARE NECESSARY iN SUPPORT OF <br />THE COUNCIL'S POSITION ON THIS ~.~iTTER AT SUCH TIMES AND IN <br />SUCH FORUMS AS ~{~Y BE NECESSARY. <br /> <br /> WHEREAS~ the Army Corps of Engineers~ NorfDIk District; <br />has released a draft environmental impact stanement for the <br />disposal of dredge materials from the lower Chesapeske Bay <br />and Hampton Roads Channels which provides for the continued <br />use ef the Craney Island ?~sposa! Area and for the iiseesai <br />of contaminated and toxic dredge materials in the disposal <br />area; and <br /> <br /> I[H~R~AS, the Council of the City of Portsmouth nas <br />~ ~=~ e~ ~s,~l~ its opposition to the <br />~,~saez~_s~_y expressed by r~ ~e'~ · . <br />continued use of the Cranny Island Diseosal Area~ and <br /> <br /> NHEREAS, Cranny Island is conemguous ~o one of the more <br />tax-producing residential areas of the City of Portsmouth <br />which is still in the process of developmene~ and its con- <br />tinued use as a dredge dispesai area will have a harmful <br />effect on existing and proposed develepment~ and <br /> <br /> I~[h~,H~:Ah~ the City has long been an record as <br />~ts desire to use Cra~ey Island as an extension of <br />economic deve!opmen~ acr~vity ~o expand its narrow <br />and <br /> <br />indisating <br />its <br />tax base; <br /> <br /> WHEREAS~ the proeosed action of the Cores of EngLneers <br />limiting future dispesa! to toxic materials won!~ net only <br />delay this objective blit diminish the prospects {or Cranny <br />Island ever becoming an economL2a!ly productive entity; and <br /> <br /> WHEREAS~ <br />boundaries of <br />ment is vital <br /> <br />the' Cranny Island Disposal Area is within %he <br />the City of Po~s ,o~e~ and its ultimate s - ~ - <br />te the economic vitality o~ <br /> <br /> NO~/65 THEREPORE, BE IT RESOLVED by the 2ounci! of the <br />City of Portsmouth, Virginia~ that it-steadfasti~ reiterates <br />its opposition to the continued use of Craney island as a <br />dmsposal area and vehemently notes its dismay and opposition <br />to the deposmting of contaminated and noxic materials at the <br />s~te~ <br /> <br /> BE IT FURTHER RESOLVED by the Council of the City of <br /> or~h, Virginma. that the City Manager and the City <br />Attorney be, and they hereby are~ d~che~ to carefully <br /> <br /> <br />
