89 <br />A RESOLUTION APPROVING THE 1982 COMMUNITY DEVELOPMENT PROGRAM <br />OF THE CITY OF PORTSMOUTH,'THE PROPOSED STATEMENT OF OBJECTIVES <br />AND USE OF FUNDS AND AUTHORIZING THE CITY MANAGER TO FILE <br />DOCUMENTS REQUIHED TO OBTAIN THE CITY'S 1982 COMMUNITY DEVELOP- <br />FzENT 'BLOCK GRANT ENTITLEMENT. <br /> <br /> WHEREAS, under the Housing and Community Development Act <br />of 1974, as amended, financial assistance is provided to <br />localities for undertaking and carrying out development <br />activities; and <br /> <br /> WHEREAS, the required public hearings have been held <br />and the City Council has reviewed the 1982 Housing and Community <br />Development Program, Statement of Objectives, and Use of <br />Funds; and <br /> <br /> WHEREAS, it is necessary that this Council take official <br />action regarding this Programto comply'with the regulations <br />of the aforementioned Act; and <br /> <br /> WHEREAS, this Council is aware of the federal regulations <br />governing the undertaking and carrying out of activities <br />under the Housing and Community Development Program; and <br /> <br /> WHEREAS, this Council, on behalf of the City of Portsmouth, <br />possesses the legal authority to apply for a grant and execute <br />the proposed Program under the provisions of the aforementioned <br />Act; and <br /> <br /> $~tEREAS, this Council recognizes its responsibility to <br />direct that safeguards be established to protect employees <br />from using their position for a purpose that gives the <br />appearance of being motivated by a desire for private gain <br />for themselves or others, particularly those with whom they <br />have family, business or other ties; and <br /> <br /> WHEREAS, this Council has found said 1982 Housing and <br />Community Development Program and the Proposed Statement of <br />Objectives and Use of Funds are appropriate to meet the needs <br />of the City and, therefore, acceptable. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City <br />of Portsmouth, Virginia, that the 1982 Housing and Community <br />Development Program and the Proposed Statement of Objectives <br />and Use of Funds, having been reviewed and considered, be <br />and hereby are approved in all respects and the City Manager <br /> <br /> <br />
