76 A RESOLUTION EXPRESSING THE CONCERN OF THE CITY COUNCIL OVER THE REPEATED REQUESTS FOR INCREASED RATES BY C & P TELEPHONE COMPANY OF VIRGINIA. WHEREAS, the Chesapeake and Potomac Telephone Company of Virginia (C & P) have petitioned the State Corporation Commission for $77.6 Million Dollar rate increase to take effect on November 10, 1981; and WHEREAS, C & P Telephone has recently been granted 'a rate increase by the State Corporation Commission; and WHEREAS, C & P and other public utilities serving the City of Portsmouth and its consumer/citizens continually request rate increases; and WHEREAS, it is the legal duty of the Attorney General of the Commonwealth of Virginia to represent the consumer/ citizens of Virginia in rate matters; and WHEREAS, it is the legal duty of the staff of the State Corporation Commission to'study and make rate re- commendations to the State Corporation Commission; and WHEREAS, it is the legal duty of the State Corporation Commission to fix fair and just rates for public utilities. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the Council expresses its concern over the repeated requests for increased rates by public utilities, including C & P, serving the City of Portsmouth and the consumer/citiznes of the City in that such rate in- creases impose unreasonable burdens upon the City and its citizens. BE IT FURTHER RESOLVED that the Council requests the Attorney General and the staff of the State Corporation Com- mission to study the requests for increased ra~es by public' utilities, including C & P, and to represent the interest of the consu/uer/citizens of the City of Portsmouth and the CoE~onwealth of Virginia. BE IT FURTHER RESOLVED that the Council requests the State Corporation Commission to weigh the increased financial hardships placed upon the consumer citizens of the City of Portsmouth and the City itself during the deliberation upon such request.
