(a) Monitoring an estimation of the a~aount <br />of flow being discharged. <br /> <br /> (b) The maximum allowable volume of suspended <br />solids being discharged shall not exceed 50 mg/liter. <br /> <br /> (c) The pH values of the discharge shall be <br />a minimum of 6 and shall not exceed a maximum of 8.5. <br /> <br /> (d) In addition, the operator shall monitor <br />on a six month basis the following heavy metals: total <br />copper, total zinc, total nickel, aluminum, hexavalent <br />chromium, total iron, arsenic, total lead, magnesiura, mercury, <br />barium, selenium, and vanadium contents in the settlement <br />pond in order to insure compliance with Virginia State Water <br />Control Board regulations. <br /> <br /> (7) The final design of the pier belt shall <br />incorporate decking or an equivalent measure to prevent coat <br />from spilling into the water and to facilitate cleaning of <br />coal spillage. <br /> <br /> (8) Wind breakers shall be installed on the pier <br />belt and ship loader to maintain the opacity limit set by <br />the.Virginia State Air Pollution Board Permit. <br /> <br /> (9) The base for the coal storage pile shall be <br />composed of layers, from the bottom up, of impervious clay, <br />oyster shells, limestone, and a low sulfer coal or some other <br />base equivalent to the above. <br /> <br />(10) Dust sprays shall be installed for the reclaim <br /> <br />hoppers. <br /> <br /> (11) Dust from the shi~ loader vacuum dust collector <br />shall either be put back with the loaded coal in the Dhip <br />hold or transferred to a coal holding bunker on board ship <br />for use by the ship. Either method shall be accomplished <br />without exceeding opacity limits required by the Virginia <br />State Air Pollution Control Board Permit. <br /> <br /> (12) The thawing shed shall be electrically heated <br />and shall not emit dust or fumes. <br /> <br /> (13) There shall be installed, operated and maintained <br />an air quality monitoring system to monitor the dispersion of <br />coal dust along the rail lines within the City of Portsmouth <br />from the City limits to the site. The air quality along the <br />rail lines shall not exceed those standards established by the <br />State Air Pollution Control Board. <br /> <br /> (14) The movement and control of rail traffic <br />through the City in a manner acceptable to the City so as to <br />minimize interference with vehicular traffic on City streets. <br /> <br /> (15) An agreement between the operators and <br />the servicing railroads which will prohibit tall traffic <br /> <br /> <br />
