63 <br /> <br />A RESOLUTION AUTROHIZING TRE CITY MANAGER TO DEVELOP AND <br />IMPLEMENT ALTERNATE MEANS FOR PROVIDING LOW AND MODEkATE <br />INCOME HOUSING IN THE CITY OF PORTSMOUT~ IN ACCORDANCE WITH <br />TRE REQUIREMENTS OF THE 1974 ROUSING AND COFiMUN!TY DEVELOPMENT <br />ACT~ AS AMENDED° <br /> <br /> WHEREAS, the City of Portsmouth and the Department <br />of Housing And Urban Development have entered into a contract <br />requiring the substantial rehabillta~ion of eighty-eight <br />(88) units of family housing under the Section 8 Program <br />located in area or areas outside of low income and minority <br />concentration within the co~porate limits of the City in <br />sett!.em~nt of t±tigation in the United States District Court <br />for the Eastern District of Virginia; and <br /> <br /> WHEREAS, by resolution of the Council of the City of <br />Portsmouth adopted April t4~ 1981, ,'the City Manager and the <br />City Attorney were directed to meet with officials of the <br />Department of Housing and Urban Development regarding the <br />requirements of said ~epartment for the provision of low <br />and moderate income housing; and <br /> <br /> WHE~AS, at the request of this Council the Department <br />of Housing and Urban Development-completed a re-review of <br />the Ce~nunity Development Block Grant Program and related <br />housing requirements in Portsmouth and suggested that the <br />City seek other means for providing low income housing in <br />non-J:mpacted areas of the City~ including public housing <br />(new construction, acquisition, with or without rehabilitation), <br />Section 8 ~new constr~ction, moderate rehabilitation or <br />existing) or the acquisition of housing in the private <br />market to b~ rented to low income families; and <br /> <br /> ?~ER~_S, by resolution of the Council of.the City of <br />Portsmouth adopted June 23, 1981, the City Manager and the <br />City Attorney were directed to meet with officials of the <br />Department of Housing and Urban Development an~ to review <br />and develop alternate means of providing low and moderate <br />income housing in the City of Portsmouth in accordance with <br />the requirements of the 1974 Housing And Community Development <br />Act, as amended; and <br /> <br /> <br />
