46 A RESOLUTION REQUESTING THE C0~ON~ALTE OF VIRGINIA TO PARTICIPATE IN THE UPd~AN PARK AND RECREATION RECOVERY PROGRAM BY PROVIDING 15% OF THE FUNDING FOR APPROVED GRANTS IN THE STATE OF VIRGINiA~ AUTHORIZING THE CITY MANAGER TO FiLE A PRE-APPLICATION FOR SAID G~-~NT CERTIFYING COMPLIANCE BY THE CITY OF PORTSMOUTH WITH NATIONAL PARK SERVICE REGULATIONS. WHER~%S~ the City o~ Portsmouth has' been selected to apply to the Urban Parks and Recreation Program for an innovation grant for the fiscal year 1982; and WHEP~AS~ the City of Portsmouth is eligible to ~ecetve these funds due to previous participation in %he Urban Park and Recreation Recovery Program under the 1982 Interior Department Appropriations Act; and WHEREAS, continued participation in the program will provide funds to rehabilitate recreational facilities and provide training programs and materials in order to strengthen volunteer participation in such program; and ~ WHEREAS, under the 1982 Interior Department Appropriations Actv states are being encouraged to participate by funding up to 15% of the approved g~ants~in that state; and WHEREAS, approval of the proposed grant would not require local matching funds. NOW, THEREFORE, BE IT P~ESOLVED by the Council of the City of Portsmouth, Virginia, th~% the Commonwealth of V~rginia be requeste~ to participate in the Urban Parks and Recreation Recovery Program by providing 15% of the funding for approved grants in the Commonwealth of Virginia. BE IT FURTHER RESOLVED that the City Manager be, and he hereby is, authorized to file a pre-application for said grant certifying compliance by the City of Portsmouth with the National Park Service regulations.
