4 A RESOLUTION GRANTING A USE PERMIT TO THE PORTSMOUTH SERVICES BOARD TO OPERATE AN ADULT DAYCARE CENTER AT 3705 ARLINGTON PI=ACEs WHEREAS, Bishop Walter F. Sullivan~ by David M. Norman, Director of the Portsmouth Community Services Eoard~ made an applmca~o~ pursuant to q40-75{b) cz the Code o_ ~.~ Cit~ of Portsmouhh~ 1973, for the granting of a ese permit as hereinafter-described} and WHEREAS, the app!ican'h and the Planning Director have done all things required tc be done in connection with said application~ and WHEREAS, the Planning Co~mlmssion has reco~ended the granting of said use permit~ NO}~ THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth~ Virginia: 1. That the use for which the use permit hereinafter- described is sought: of persons oosed use~ (a) Will not adversely residing or working in affect the health and safety the neighborhood of the pro- (b) Will no% be detrimental to the public use or ~ ~ ~'- =,~+ in +h~ neighborhood~ a ~a injurious to the property or ~mFrovem .... s ~ ~ (c) Will be in accordance with the purposes of hhe Zoning Chapter of the City Code~ 2. The Portsmouth Co~nun~-t~ Services Board is hereby granted a use permit pursuant to 8{0-75(b) of the Code of the City of Portsmouth, Virginia~ to onerate an adult davcare center as defined by ~40-31 of the Code of the City of Portsmouth~ 1973, on the property described as follows: UP-81-25 Begznning on the north side of Winchester Drive 2~0 feet~ more or less, aast from its inter- secLion with Airline Boulevard~ thence east along Winchester Drive 65 fee~, more er less; thence southeast 85 feet~ more or less~ thence north 150 feet, more or less to the south right-of-wa~ of Arlington Place~ %hence west along said right- of-way 135 fee't~ more er less~ thence south to Winchester Drmve~ the point of origin.
