A RESOLUTION OPPOSING THE PROPOSED LIMITATION BY THE GENERAL <br />ASSEMBLY OF VIRGINIA ON LOCAL GOVERNMENTS IN ASSESSING <br />RESTAURANT FOOD.TAX AND TRANSIENT OCCUPANCY TAX. <br /> <br /> WHEREAS, the Joint Subcommittee of the General Assembly <br />of Virginia is studying a proposal to place limitations <br />on local governments in assessing restaurant food tax (meals <br />tax) and transient occupancy tax (lodging tax); and <br /> <br /> WHEREAS, such taxes as presently authorized constitute <br />a major source of revenue for local governments; and <br /> <br /> WHEREAS, such taxes are estimated to produce $1,725,000.~ <br />in revenue for the City of Portsmouth in the year 1982-83; <br />and <br /> <br /> WHEREAS, the City of Portsmouth has continuously sought <br />authorization to establish alternate s6urces of revenue in- <br />suring a more equitable disbursement of the burden of funding <br />local government; and <br /> <br /> WHEREAS, the result of this proposed limitation would <br />place an increased burden for the funding of local govern- <br />ment operations on the local real estate property owner. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the <br />City of Portsmouth that the Council does hereby express its <br />opposition to the proposed limitation on local goverrnments <br />in assessing restaurant food tax and transient occupancy <br />tax unless alternate sources of revenue are provided. <br /> <br /> BE IT FURTHER RESOLVED %hat the City Clerk be, and she <br />hereby is, authorized to forward a copy of this Resolution <br />to the Chairman of the Joint Subcommittee on Local Taxation <br />of Meals and Lodging, and to Senator Willard J. Moody, <br />Delegate L. Cleaves Manning and Delegate John S.
