57 A RESOLUTION GRANTING A USE PE~4IT TO JOSEPH C. COGEN AND _RAYMOND W. FANNEY TO CONSTRUCT AND OPE_RATE A MINI-STORAGE WAREHOUSE FACILITY IN THE 4300 BLOCK OF PORTSMOUTH BOULEVARD. WHEREAS, Kirk Berkeley, Agent for Joseph ~. Cogen and Ra~ond W. Fanney, owners, has made application pursuant to §4~-71(b) of the Code of %he City of Portsmouth, Virginia, 1973, for the granting of a use permit as hereinafter-described; and ~HEREAS, the applicant and the Planning Director have done all things required to be done in connection with said appl±cation; and WHEREAS, the Planning Commission has recommended the granting of said use permit. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: 1. That the use for which the use peri. it is sought: fa) Will not adversely affect the health and safety of persons residing or working in %he neighborhood of the proposed use; lb) Will not be detrimental to the public use or in]urious to the propermy or improvements in the neighborhood; and [c) Will be in accord with the purposes of the Zoning Chapter of the City Code. 2. Joseph C[ Cogen and Raymond W. ~anney. are hereby granted a ~se permmt pursuant to ~40-71(b~ of the City Code. to construct and operate a mini-storage~warehouse facility mn the 4300 block of Portsmouth Boulevard mn the Westhaven neigh- borhood, such property more specificially described as Tax Plate 344, Parcels 12-15 and Tax Plate 345, Parcels 1, 2, 2.1 and 2.2. 3. This use permit is approved subject to the following conditions~ (a) Prior to the issuance of a building permit, a landscape plan must be submitted to and approved by the Planning Department, which includes treatment of the southwest section of the parcel, internal landscaping design to soften the impact of the paved area, and ~egetation proposed for the Portsmouth Boulevard fence to camouflage the fence and help blend in with the surrounding area;
