57 <br /> <br />A RESOLUTION GRANTING A USE PE~4IT TO JOSEPH C. COGEN AND <br />_RAYMOND W. FANNEY TO CONSTRUCT AND OPE_RATE A MINI-STORAGE <br />WAREHOUSE FACILITY IN THE 4300 BLOCK OF PORTSMOUTH BOULEVARD. <br /> <br /> WHEREAS, Kirk Berkeley, Agent for Joseph ~. Cogen and <br />Ra~ond W. Fanney, owners, has made application pursuant to <br />§4~-71(b) of the Code of %he City of Portsmouth, Virginia, <br />1973, for the granting of a use permit as hereinafter-described; <br />and <br /> <br /> ~HEREAS, the applicant and the Planning Director have <br />done all things required to be done in connection with said <br />appl±cation; and <br /> <br /> WHEREAS, the Planning Commission has recommended the <br />granting of said use permit. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City <br />of Portsmouth, Virginia: <br /> <br />1. That the use for which the use peri. it is sought: <br /> <br /> fa) Will not adversely affect the health and <br />safety of persons residing or working in %he neighborhood <br />of the proposed use; <br /> <br /> lb) Will not be detrimental to the public use or <br />in]urious to the propermy or improvements in the neighborhood; <br />and <br /> <br /> [c) Will be in accord with the purposes of <br />the Zoning Chapter of the City Code. <br /> <br /> 2. Joseph C[ Cogen and Raymond W. ~anney. are hereby <br />granted a ~se permmt pursuant to ~40-71(b~ of the City Code. <br />to construct and operate a mini-storage~warehouse facility mn <br />the 4300 block of Portsmouth Boulevard mn the Westhaven neigh- <br />borhood, such property more specificially described as Tax <br />Plate 344, Parcels 12-15 and Tax Plate 345, Parcels 1, 2, 2.1 <br />and 2.2. <br /> <br /> 3. This use permit is approved subject to the following <br />conditions~ <br /> <br /> (a) Prior to the issuance of a building permit, a <br />landscape plan must be submitted to and approved by the Planning <br />Department, which includes treatment of the southwest section of <br />the parcel, internal landscaping design to soften the impact <br />of the paved area, and ~egetation proposed for the Portsmouth <br />Boulevard fence to camouflage the fence and help blend in with <br />the surrounding area; <br /> <br /> <br />
