~6 <br /> <br />A RESOLUTION AUTHORIZING THE CITY MANAGER TO FILE AN APPLICATION <br />TO THE CO~_~ISSION OF OUTDOOR RECREATION FOR S~4ALL BUSINESS <br />ADMINISTRATION FUNDS FOR LANDSCA?ING SERVICES ALONG CRAWFORD <br />STREET, HIGH STREET, EFFINGF_A/~ STREET AND A_ROUND THE 5LARBOR <br />TOWER PARI~ING GARAGE AND ENDORSING THIS DOWNTOWN BEAUTIFICATION <br />PROJECT. <br /> <br /> WHEREASt the City of Portsmouth is eligible to submit <br />grant application %o the Commission of Outdoor Recreation <br />for Small Business Administration Funds pursuant to the <br />regulations governing the a~inistration and use of such <br />funds; and <br /> <br /> WHEREAS, the Department of Parks and Recreation has <br />prepared a preapp!ication requesting a total of ~o Hundred <br />Forty Eight Thousand, Three Hundred Forty-Six ($248,346) <br />Dollars for landscaping services along Crawford Street, High <br />Street, and Effingham Street, and around the Harbor Tower <br />Parking Garage; and <br /> <br /> WHEREAS, extensive efforts have been made over the nest <br />decade to revitalize the downtown and waterfront areas, <br />together with such past efforts, the proposed improvements <br />to be funded by tke grant would have a positive ~mDact <br />aesthetically and entice other development interest to <br />invest in the ~owntown and waterfront areas; and <br /> <br /> W_,qER~AS, it ~s hoped that these revitalization efforts <br />will make the City attractive to residents and visitors as <br />well as to attract small businesses of quality to the downtown <br />and waterfront area as part of the City's s~lbolic "rebirth". <br /> <br /> NOW, TF~QRE, BE IT RESOLVED by the Council of the <br />City of Por%smoutk that the Council does hereby endorse the <br />app!ica~ion submitted to the Contmission of Outdoor Recreation <br />for S~all Business Administration Funds for landscaping <br />services along Crawford Street, High Street, Effingham <br />Street, and aro~d the Harbor Tower Parking Garage. <br /> <br /> BE iT FURTHER RESOLVED that the City Manager be, and he <br />hereby is, authorized to file an application for said grant <br />certifying compliance by the City of Portsmouth with the <br />appropriate re~u!ations governing the administration and use <br />of such f~nds. <br /> <br /> Adopted by the Council of the City of Portsmouth, Virginia, <br />at a meeting held June 28, 1983. <br /> <br />Teste: <br /> <br />City Clerk <br /> <br /> <br />
