A RESOLUTION APPROVING AND ADOPTING AN AMENDMENT TO THE <br />COMPREHENSIVE PLAN FOR THE CITY OF PORTSMOUTH '(CP-80-1) <br />ENTITLED PRIORITY ACTION PROGRAM FOR CENTRAL PORTSMOUTH <br />(CP-83-1). <br /> <br />107 <br /> <br /> WHEREAS, the Council of the City of Portsmouth approved <br />and adopted a comprehensive plan for the City of Portsmouth, <br />Virginia, designated CP-80-1 at a meeting hel~J~une 24, 1980; <br />and <br /> <br /> WHEREAS, the Portsmouth Redevelopment & Housing <br />Authority has caused to be prepared by Praful Shah & <br />Associates, Inc., and Land Deszgn/Research, Inc., a proposed <br />amendment to the comprehensive plan through a~ocument. <br />entitled: "Priority Action Progra~ for Central Portsmouth", <br />designated CP-83-1; and <br /> <br /> WHEREAS, the Planning Co~ission made a careful and <br />comprehensive survey and study of th~ existing conditions <br />and trends of growth and of-the possible future requirements <br />of the City and its inhabitants as respects the area designated <br />within the proposed amen~ent~ and <br /> <br /> WHEREAS, the Planning Commission, prior to the recommenda- <br />tion, gave notice and held public hearings on the amendhuent <br />to the comprehensive plan as required by law, and prepared and <br />reconuue~ded the ~mendment to the comprehensive plan for the <br />physical, social and economic development of the City; and <br /> <br /> WHERF~AS, the Council of the City of Portsmouth has ~eld <br />public hearings, ~ith notice as required by law, and considered <br />~he proposed amendment to the comprehensive plan; and <br /> <br /> Wh~.REAS, the Council of the City of Portsmouth is Of <br />the opinion that the proposed amendment ~o the comprehensive <br />plan through a document entitled: "Priority Action Program <br />for Central Portsmouth" takes into consideration the physical, <br />social and economic development of the affected portion of the <br />City and that such plan needs to be amended so as to clarify <br />that it encourages residential development within the affected <br />area including housing for citizens of all levels of income. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the <br />City of Portsmouth, Virginia, that the comprehensive plan <br />for the City of Portsmouth, Virginia, designated CP-80-1 be, <br />and hereby is amended through the docuauent entitled: "Priority <br />Action Program for Central Porbsmouth", designated CP-83-1 as <br />clarified by this resolution and that same is approved and <br />adopted. <br /> <br /> Adopted by the Council of the City of Portsmouth at a <br />meeting held November 8, 1983. <br /> <br />Teste: <br /> <br />City Clerk <br /> <br /> <br />
