88 A RESOLUTION GRANTING A USE PERMIT TO OLIVE C. BROWN, PASTOR FOR FAITH DELIVERANCE CENTER FOR A CHURCH AND PLACE OF WORSHIP AT 608 EFFINGHA~4 STREET. WHEREAS, Olive C. Brown, pastor for Faith Deliverance Center, has made application pursuant to ~40-71 of the Code of the City of Portsmouth, Virginia, 1973, for the granting of a use permit as hereinafter-described; and WHEREAS, the applicant and the Planning Director have done all things required %o be done in connection with said application; and WHEREAS, the Planning Commission has recomm~]ended the granting of said use permit. NOW, THEREFORE, BE iT RESOLVED by the Council of the City of Portsmouth, Virginia: i. That the use for %~hich the use permit hereinafter- described is sought: (a) Will not as a temporary use for a period not to exceed eighteen (18) months adversely affect the health and safety of persons residing or ~vorking in the neighborhood of the proposed use; (b) Will not as a temporary use for a period not to exceed eighteen (18) months be detrimental to the public use or injurious to the property or improvements of the neighborhood; and (c) Will as a temporary use for eighteen (18) months be in accordance with Zoning Chapter of the City Code. a period not to exceed the purposes of the 2. Brown, pastor of Faith Deliverance Center, is hereby granted a use permit pursuant to ~40-71(b) of the Code of the City of Portsmouth, Virginia to operate a church and house of worship at 608 Effingham Street which is more particularly described as Tax ~ap 49, Parcel 29 (UP-83-3). 3. This use permit is approved subject to the following conditions: (a) That the applicant will comply with all codes, ordinances and regulations of Connuercial C-2 Zoning District requirements relating to the operation of a church and house of worship.
