142 <br /> <br />A RESOLUTION ENDORSING THE PROHIBITION AGAINST SITING <br />HAZARDOUS WASTE FACILITIES IN A 100-YEAR FLOOD PLAIN. <br /> <br /> WHEREAS, the Council of the City of Portsmouth, by <br />adoption of resolutions on July 24, 1984, October 9, 1984 and <br />October 22, 1985 expressed its concerns to establishing a <br />hazardous waste storage facility at St. Julien's Creek Annex; <br />and <br /> <br /> WHEREAS, the Hazardous Waste Facility Siting Board of <br />Virginia is in the process of approving regulations concerning <br />the siting of hazardous waste faczlities in Virginia; and <br /> <br /> WHEREAS <br />areas of Virg <br />consideration <br />facility; and <br /> <br />, the regulations are of vital importance to all <br />inia and of particular importance to areas under <br />for the siting of a hazardous waste storage <br /> <br /> WHEREAS, the City of Portsmouth and its surrounding <br />cities have significant low lying areas subject to flooding, <br />many of which are residential in character; and <br /> <br /> WHEREAS, the St. Julien's Creek Annex Area lies within <br />the 100-year Flood Plain; and <br /> <br /> WHEREAS, Article III, Section 2.3 (b) of the proposed <br />regulations under consideration by the Hazardous Waste Siting <br />Board of Virginia states that "no hazardous waste facility <br />shall be sited in a 100-year Flood Plain"; and <br /> <br /> WHEREAS, the Council of the City of Portsmouth, Virginia, <br />has expressed its concern with the establishment of a <br />hazardous waste storage facility at St. Julien's Creek Annex <br />and opposed its establishment at that site unless it was <br />determined to the satisfaction of this Council and the <br />affected citizens that the facility would not have a <br />significant environmental impact on the quality of life and <br />the health and well-being of the residents of this City and <br />the surrounding areas; and <br /> <br /> WHEREAS, the general public is more protected by <br />prohibiting sitings in a 100-year Flood Plain rather than <br />allow~ing sitings subject to monitored flood-proofing, as such <br />monitoring is subject to human error and material failure; and <br /> <br /> WHEREAS, the effects of the distribution of hazardous <br />waste material stored in a 100-year Flood Plain will be <br />disastrous and the extent of damages unforeseeable; and <br /> <br /> WHEREAS, the City wants to insure its citizens and those <br />of the surrounding communities the greatest degree of <br />protection. <br /> <br /> <br />
