14 A RESOLUTION ACCEPTING THE OFFER OF DR. RICHARD COWLEY, ET AL., TO PURCHASE CITY-OWNED PROPERTY (FORS!ERLY WINCHESTER DRIVE FIRE STATION PROPERTY); AUTHORIZING THE CITY MANAGER TO CONVEY SAID PROPERTY. WHEREAS, the City owns certain hereinafter-described real property which zs no longer required for public purposes and is, here~y, declared to be surplus property; and WHEREAS, pursuant to notice, duly advertised as required by law, an offer has been received from Dr. Richard Cowley, Dr. John Dommlssee and Jackie Taylor to purchase said property for the amount of Fifty-Five Thousand Dollars ($55.000.) for the purpose of constructing a professional office building; and WHEREAS, said proposed use is in compliance with the pre- sent C-2 Commercial Zoning for said property; and WHEREAS, the City Manager has recoi~mended acceptance of said offer; and WHEREAS, the Council deems this proposed use to be in the best interest of the City. NO~, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the offer of Dr. Richard Cowley, et al., to purchase the hereinafter-described.property for the sum of Fifth-Five Thousand Dollars ($55,000.) be accepted. Said property being described as follows: Ail those certain lots, pieces or parcels of land known, numbered, and designated as Lots 1, 2, 3, 4, 5 and 6, Block 10, revised plat of Blocks 3, 5, 8 and 9 as shown on Section 1, plat of '~Grove Park", recorded in the Clerk's Office of the Circuit Court of the City of Chesapeake, Virginia, in Map Book 21, page 2. BE IT FURTHER RESOLVED that the City Manager be, and he hereby is, authorized to sign such contracts, deeds or other° documents necessary to complete this transaction.
