AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, BY AMENDING SECTIONS 20-34, 20-52.1 (b), 20- 63 (a) AND 20-72 OF CHAPTER 20, PERTAINING TO BUSINESS LICENSES. BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: 1. That Sections 20-34, 20-52.1 (bi, 20-63 (a) and 20-72 of Chapter 20 of the Code of the City of Portsmouth, Virglnla, 1973, be amended to read as follows: Section 20-34. Applicability of State rules, regulations. As %o all questions in regard to the duty and conduct of officers of the City in collecting and enforcing the taxes herein imposed, and in regard to questions of construction, and for definitions of terms used in this Chapter, and the rules and regulations applicable to putting the same in operation, reference ms hereby made to Title 58.1, Code of Virginia, 1950, as amended, pertaining to the assessment, levying and collection of taxes for the current year, or to so much thereof as is applicable to this Chapter and is not consistent with it and the general ordinances of the City; and for the conduct and guidance of the officers of the City and other parties affected by this Chapter and for fixing their powers, riqhts, duties and obligations,, the provisions of said laws, so far as applicable, are hereby adopted, without being specifically herein auoted. Section 20-52.1. Peddlers and door-to-door salesmen. (b) A ~eddler is defined as any person who carries from ~iace to DIaSe any goods, wares, food or merchandise ~urchased ~or resale and offers to sell, or actually sells and delivers, the same at retail. The definition of "~eddler" as ~rovided in Section 58.1-3717 of the Code of Virginia, 1950, as amended, is further adopted herein and incorporated by reference. Section 20-63. Carnivals, circuses and trained animal shows. (a) CARNIVALS. Every person who exhibits performances in a carnival as defined in ¢58.1-3728 of the Code of Virginia, 1950, as amended, in the City, shall pay a license tax of one hundred eighty dcllars ($180.)
