section, subject to the terms and conditions of this section and subject to the engine6ring and construction standards and zoning requirements in effect at the time that each remaining section is recorded. Section 33-55. Utility and street improvements. In subdivisions, or parts of subdivisions, situated within the city, improvements shall be provided as follows: (a) Streets shall be graded to the full width and in conformance to the approved cross sections and profiles and shall be surfaced as set forth below. (b) The pavement base and surface of streets shall be appropriate to the type of development and type of use contemplated and shall be installed in accordance with standards and specifications of the city. The thickness of base and pavement shall be determined by actual soil bearing tests of the California Bearing Ratio type or equal (performed at the expense of the subdivider by an approved testing laboratory at locations specified by the city engineer), and by anticipated traffic loading methods as developed by The Asphalt Institute or the Portland Cement Association. (c) A drainage system shall be provided to insure adequate drainage of both natural and storm water. The system shall be constructed and installed in accordance with plans and specifications approved by the city engineer. (d) Curbs and gutters, or valley gutters shall be installed in accordance with the plans and s~ecifications approved by the city engineer. (e) Water lines shall be installed by the subdivider accordance with plans and specifications approved by the director of public utilities. (f) Sanitary sewerage shall be installed by the subdivider in accordance with plans and specifications approved by the director of public utilities. (g) Sidewalks, at least five (5) feet in width, shall be installed on both sides of all external and internal collector streets. Sidewalks, at least five (5) feet in width, shall be installed along all street frontage planned for apartments and townhouses. Sidewalks, at least four (4) feet in width, shall be required along both sides of all minor and cul-de-sac streets. Sidewalks shall be installed in accordance with plans and specifications of the city. Commercial or industrial subdivisions may be exempted from the requirements of this section if no substantial pedestrian safety hazard will be created thereby.
