1985-84 AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, BY AMENDING SECTIONS 23-501, 23-506, 23-507, 23-507.1, AND 23-514 OF CHAPTER 23 THEREOF, PERTAINING TO MOTOR BOATS kND WATERCRAFT. BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: 1. That Secticns 23-501, 23-506, 23-507, 23-507.1 and 23-514 of Chapter 23 of the Code of the City of Portsmouth, Virginia, 1973, be amended to read as follows: Section 23-501. Waterskiing, surfboarding, etc.- observer or life preserver required. It shall be unlawful for any person to operate a motor boat on any of the waters in this City for towing a person or persons on water skis, surfboard or other device unless there is in such motor boat, a person in addition to the operator, in a position .to observe the progress~of the person or persons being towed, or unless the skier or surfboarder wears a life preserver. Section 23-506. Operating boats, skis, etc. under influence of intoxicants prohibited; penalties. It shall be unlawful for any person to operate any motor boat o~ ot~er, vessel~ .or manipulate any water skis, surfboard or other similar device on any of the waters in the City while under the influence of intoxicating beverages or under the influence of any narcotic drug, barbiturate, or marijuana. Any person ~who shall violate any of the provisions of Section 23-505 or this section shall be guilty of a Class I misdemeanor. Section 23-507. Sunk or abandoned vessels, barges, etc.; floating timbers, logs, etc. It shall be unlawful for any person voluntarily to sink or abandon or permit or cause to be sunk or abandoned, any vessel, barge, scow or other craft in the waters in the City. It shall be unlawful for any person to throw or otherwise dispose of trash, debris, tree laps, logs, or fell timber or make or cause to be made any obstruction which
