additional notice shall be given such owner, and an additional penalty <br />of two dollars ($2.00) shall be charged for the additional notice. <br />The failure of such owner to pay the penalty for the violation and the <br />two dollars ($2.00) shall be charged for the additional notice. The <br />failure of such owner to pay the penalty for the violation and the two <br />dollars ($2.00) for the additional notice within eight (8) days from <br />the date of violation shall render such owner subject to the penalty <br />provided in Section 23-292. <br /> 2. That Section 23-294 of the Code of the City of <br />Portsmouth, Virginia, 1973, be enacted to read as follows: <br /> <br />Section 23-294. Designation. <br /> <br /> The following described parcels of land and parking garages <br />controlled, operated, or used by the Portsmouth Parking Authority are <br />hereby designated as Portsmouth Parking Authority parking lots and <br />garages for the purposes of this division: <br /> (a) Middle Street Mall Parking Lot. The parcel of land in <br />the 200 block of High Street bounded on the south by High Street, <br />on the west by Middle Street Mall, and on the north by Queen Street, <br />shall known and designated as the "Middle Street Mall Parking Lot". <br /> (b) Central Parking Garage. The underground parking <br /> structure in the square bounded by Crawford Street, Water Street, and <br /> King Street shall be known and designated as the "Central Parking <br /> Garage". <br /> (c) civic Center Parking Lot. The parcel of land in the <br /> square bounded by High Street Extended, Water Street, Columbia Street <br /> and the Southern Branch of the Elizabeth River shall be known and <br /> designated as "civic Center Parking Lot". <br /> (d) Court and Queen Street Parking Lot. The parcel of <br /> land located at the northwest corner of the intersection of Court and <br /> Queen Streets shall be known and designated as the "Court and Queen <br /> Street Parking Lot". <br /> <br /> (e) Crawford Street Parking Lot. The parcel of land <br /> located in the square bounded by High, Water, King and Crawford <br /> Streets shall be known and designated as the "Crawford Street Parking <br /> Lot". <br /> (f) Edinburgh Square Garage. The parking garage located <br /> on the south side of the 200-300 blocks of County Street shall be <br /> known and designated as "Edinburgh Square Parking Garage". <br /> (g) Harbor Tower Parking Garage. The parking garage <br /> located on the north side of Harbor Court shall be known and <br /> designated as the "Harbor Tower Parking Garage". <br /> <br /> <br />
